Roadside Park Tennis Courts
Background Information:
I have had some requests from the local tennis community about the Roadside
Tennis Court lights and the evening hours the lights are scheduled to be
unavailable. Recently, the Hastings Parks and Recreation Department with
assistance from the City Electrician repaired the Roadside Tennis Court
lighting. Part of the repair included a new electronic clock that is better able to
restrict what time the lights are able to be turned on and is set to have the lights
be turned off at a specific time. It has been a past practice for the tennis lights
to be available past 10:00 PM, but as per park curfew ordinance, the lights
have now been unavailable after 1 0:00PM.
The 10:00PM time as defined in chapter 94.02 of the City of Hastings Code
Book as park curfew.
There are some exemptions to the park curfew ordinance defined in chapter
94.03 of the City code book authorized persons section (A) authorizes persons
as a participant in, or bona fide spectator at, an activity at an indoor ice arena,
lighted tennis courts, or a city-sponsored and supervised activity.
With the code information and requests from the local tennis playing
community, if it is acceptable with City Council, I would like to propose to
extend the 10:00PM one hour longer until 11 :OOPM and at that time, the lights
would be shut off and unavailable after 11 :OOPM. If we register complaints
from the surrounding neighborhood, it is my suggestion to revert back to the
10:00PM operational time.
