Schutt, Assistant Chief7Fire Marsh Date: July 2, 2007 Subject: Proposed adoption of the 2006 Minnesota State Fire Code Descriotion Fire codes represent one oftoday's most rapidly changing regulatory arenas. New challenges presented by hazardous materials, flammable and combustible liquids, explosives, high-piled combustible storage and building operations are among the many issues shaping the future offire prevention, fire protection and public safety. In addition, fire codes have evolved far beyond their traditional roles as maintenance codes, now addressing many issues related to new construction and special hazards in buildings. Backl!round Presently, the State of Minnesota and the City of Hastings operate under the 2000 Minnesota State Fire Code. As a model code developed through a consensus development process, the Minnesota State Fire Code provides jurisdictions with an opportunity to adopt a fire code which is comprehensive, up-to-date and consistent with codes of other jurisdictions. On July 10, 2007, the State of Minnesota will be adopting the 2006 Minnesota State Fire Code. This is consistent with Minnesota Statutes, section 299F. 0 11. It is recommended that the City of Hastings adopt the 2006 Minnesota State Fire Code as well. Repealing of the City of Hastings Code 96.01, which currently adopts the 2000 Minnesota State Fire Code. 2. An ordinance of the City of Hastings adopting the 2006 edition of the Minnesota State Fire Code, regulating and governing the safeguarding of life and property from fire and explosion hazards arising from the storage, handling and use of hazardous substances, materials and devices, and from conditions hazardous to life or property in the occupancy of buildings and premises in the City of Hastings; providing for the issuance of permits for hazardous uses or operations.
