HomeMy WebLinkAbout20070716 - VIII-C-2VIII-C-2 MEMORANDUM TO: Honorable Mayor and City Councilmembers FROM: Dave Osberg, City Administrator DATE: July 12, 2007 SUBJECT: Youth First Program RECOMMENDED CITY COUNCIL ACTION It is recommended that the City Council take the following action as it relates to the Youth First Program: a.) Authorize incorporation of the Youth First Program into the City of Hastings' Parks and Recreation Department with an effective date of Tuesday July 17, 2007. b.) Approve the attached job description and compensation schedule for the position of Youth First Coordinator, which will be assumed by the prior Youth First Coordinator, Ann Grotjohn. BACKGROUND On Monday April 16, 2007 the City Council approved a Resolution offering support for assuming operations of the Youth First Program. Certain elements of the Resolution were as follows: a.) The existing Youth First Coordinator, Ann Grotjohn, will be hired as a part time employee at a level of no more than 25 hours per week. b.) The Youth First Coordinator will work under the direction of the Park and Recreation Director. c.) Youth First will have completed at its own expense a financial audit, and submit to the City. d.) All existing funds that are currently allocated and assigned to the Youth First Program shall be transferred to the City of Hastings. e.) The existing members of the Board of Directors, who serve as advisory to the Youth First Program shall remain to provide direction and recommendations to the City Council. An audit has been completed by Youth First and the final cash transfer to the City of Hastings will in an amount equal to $75,241. Final transfer of the funds is pending, but will be completed shortly. Staff is comfortable with the final disposition of the Youth First Program, and suggests the City Council take the final action assuming operations of the Youth First Program, effective Tuesday Ju~7, 2007. ~y David M. Recreation No Parks and Recreation Director Varies ^ Full-Time ®Part-Time Summary: This is a non-union position responsible for community youth outreach and programming for youth asset building programs and activities. Strong organizational skills to ensure proper planning, administration, organization, and execution of identified goals and objectives. Essential Duties & Responsibilities Leadership 1. Formulate, implement, and evaluate the program's strategic plan. 2. Initiate asset building programs and- activities involving identified community partners. 3. Provide training and support to community partners in the area of asset building. 4. Recruit volunteers to assist with achievement of program goals. Management 1. Coordinate youth program meetings, including but not limited to committee meetings, community meetings, and other related interest groups. Ensure that adequate meeting facilities are reserved, materials and prepared and- distributed in a timely manner, and appropriate public communication is made to promote the meetings. 2. Work with and provide training, supervision, and direction to volunteers and other interested stakeholders. 3. Prepare reports and related information as requested. Communication 1. Effectively and energetically promote youth initiatives and programs with local stakeholders, agencies, volunteers, and organizations. 2. Establish a method to provide regular and timely updates on program goals, successes, and opportunities to the appropriate stakeholders. 3. Establish and continually build relationships with local stakeholders to support youth program goals. Resource Acquisition 1. Use resources and connections to stay current on appropriate information and funding related to youth asset building 2. Regular attendance is required. 4. Thorough knowledge of the principles and practices of organizing and supervising youth asset building programs and activities.. 2. Ability to stay current on trends and developments in youth_asset building public outreach. 3. Ability to create imaginative and innovative.. programming, as well as the ability to market programs and services. 4. Ability to plan, organize and oversee the work of volunteers. 5. Ability to communicate effectively and professionallywith co-workers; seasonal employees, volunteers, outside agencies and members' of the public. 6. Ability to work independently with minimal supervision. 7. Ability to operate and learn new computer applications and office equipment as needed. Criteria to Qualify for this Position 1. Minimum of one year wi#h youth programming experience. 2. Experience with community outreach 'activities. 3. Valid Class D`drivers license with Minnesota driving privileges. 4. Experience working independently with strong self motivation and time management skills. 5. Successful completion of pre-employment physical and drug screen. 6. Successful completion of pre-employmen# background investigation. Desired Qualifications 1. Two or more years of experience developing youth programs and activities. 2. Experience with grant writing and application process 3. Experience with strategic plan development.
