The property is 9.15 acres in size. The expansion to the Public Works Building is being proposed to alleviate space needs at the main City Hall. The proposal is for the Engineering Department to be moved from City Hall into the expanded Public Works Building, thus allowing the Building and Planning Departments to expand into the space currently occupied by the Engineering Department. RECOMMENDATION The City Council voted 6-0 at its July 9, 2007, meeting to approve the Si#e Plan for the Public Works Building Expansion. ATTATCHMENTS • Resolution • Location Map • Aerial Photograph • Site Plans BACKGROUND INFORMATION Comprehensive Plan Classification The 2020 Comprehensive Plan designates the property as P, Public. The proposed use is consistent with the plan. Zoning Classification The subject property is zoned i-1, Industrial Park. The nature of the building and the equipment stored a# the site are consistent with the allowed uses within the I-1 District. P-I -- Public Institution P- Public Existing Condition The existing building currently holds approximately 2,400 square feet of office space and approximately 21,000 square feet of storage/warehouse space. Proposed Improvements The office expansion plans include 6,056 square feet of new office area and 1,736 square feet of existing office area #o be demolished, thus creating a 7,792 square foot over-all expansion area. The proposed expansion area is shown below: In addition, the dump station will be moved forward from its current location on the east side of the property. The fenced in storage area behind the dump station will be removed. SITE PLAN REVIEW Proposed Building Setbacks Zoning Setbacks are acceptable. Setbacks in the tndustrial District are not specified. Proposed building setbacks are similar to other buildings in the area. The following setbacks are proposed: North- 50 feet (expanding out past existing setback) South- 60 feet (no expansion) East- 416 feet (no expansion) West- 545 feet (no expansion, addition of parking lot) Vehicular Access and Circulation Access to the area will be via an existing driveway from Progress Drive. No vehicular access is proposed or is allowed along 10 Street East. Staff feels access and circulation are acceptable. Pedestrian Access and Circula#ion Pedestrian access and circulation is acceptable. Parking Parking is acceptable and is based on 20,000 square feet of warehouse space and 8,500 feet of office space. There are existing parking s#alls behind the building that exceed the required spaces. Parking Lot Setback The parking lot setback meets the minimum 10-foot requirement along the perimeter ofthe property. The new parking lot areas will be curbed and guttered to City standards. Landscaping The Landscape Plan provides for a variety of #ree and shrub plantings along the building, roadways, and parking lot. However, the following additions are needed to comply with minimum landscaping requirements of the Zoning Ordinance: 1) Boulevard trees must be planted at spacings of no less than 50 feet along all public right-of--ways. An additional three deciduous trees need to be planted on the boulevard of Progress Drive. These #rees should vary from trees that are already part of the landscaping plan to increase diversity. Architectural Elevations Industrial and warehouse buildings are required to have the fron# facades composed of at least 75 percent of Class 1 or Class 2 materials, with Class 1 materials comprising at least 25 percent of the total fagade. Side and rear facades visible from public right(s)-of--way, parks, public view from adjacent properties, or residential uses or district must be composed of at least 25 percent of Class 1 of Class 2 materials. Side and rear facades not visible from public nigh#(s)-of--way, parks, public view from adjacent properties, or residential uses or district may use any combination of Class 1, 2, or 3 materials. The primary exterior materials are masonry, precast stone, and glass windows which are acceptable Class 1 and 2 materials. The #op one-third of the building will be masonry wall. A large amount of windows in the middle of the building will breakup precast stone, which will be above and below the windows. The front facade will have six garage bays, three with aluminum doors and 3 with aluminum and glass doors. Grading, Drainage, Erosion Control, and Utility Plan The City's consultant engineer has reviewed the Grading, Drainage, Erosion Control, and Utility Plans. Approval of the Site Pian is subject to approval of the Grading, Drainage, Erosion Control and Utility Plans by the Public Works Direc#or. HASTINGS CITY COUNCIL RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR EXPANSION OF THE PUBLIC WORKS BUH.DING AT 1225 PROGRESS DRIVE ON LOT 2, BLOCK 1, PROFILE ADDITION. Council member introduced the following Resolution and moved its adoption: WHEREAS, the City of Hastings has petitioned for site plan approval fora 7,792 expansion to the Public Works Building at 1225 Progress Drive on Lot 2, Block 1, Profile Addition, Dakota County, Minnesota; and WHEREAS, on July 9, 2007, the Site Plan was reviewed by the Planning Commission of the City of Hastings, as required by state law, city charter and city ordinance; and WHEREAS the Planning Commission recommended approval of the request to the City Council subject to the conditions contained herein; and WHEREAS The City Council has reviewed the request and concurs with the recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented to the City Council subject to the following conditions: 1) Conformance with the City Council Staff Report and plans dated July 16, 2007. 2) Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, the approval is null and void. 3) All disturbed areas on this property shall be stabilized with rooting vegetative cover to eliminate erosion problems. 4) Final approval of the grading, drainage and utility plans by the Public Works Director, and reimbursement for any fees incurred in review of the development. The owner assumes all risks associated with the grading and utility placement prior to formal approvals. 5) Ali landscaped areas must be irrigated. 6) All exterior lighting is required to be shielded down and away from adjacent properties and right-of--ways. 7) Any uncompleted site work (including landscaping) must be escrowed for prior to issuance of a certificate of occupancy. 8) Submission of an electronic copy of all plan sets (TIF, PDF, or similar format) prior to submittal of a building permit. 9) Driveway access to 10~' Street East shall be prohibited. 10) Boulevard trees must be planted at spacings of no less than 50 feet along all public right-of--ways.
