The Operations Committee recommended adopting the following policies: • Centerline Striping -Centerline striping will be limited to streets 40 feet or wider in width, one-way streets, and a select number of curvilinear streets with high traffic vo}umes as shown on the enclosed drawing and list. • Fog lines -Fog lines will be limited to centerline striped streets with rarely used parking lane and a history of speeding complaints in an effort to keep traffic within the traffic lanes. A list of streets to be marked with fog lines is enclosed. • Crosswalks -Paint crosswalks on collector streets only, adjacent to parks and schools, and at very high volume intersections of two collector streets. Crosswalks are also to be painted at mid-block trail crossings. These mid- block trail crossings should also be signed. A drawing and list of crosswalk intersections is enclosed. The Operations Committee also recommended reviewing the pavement marking policies after two years to evaluate whether more striping or crosswalks need to be included. COUNCIL ACTION REQUESTED Council is requested to adopt the enclosed resolution establishing a pavement marking policy subject to a review in two years. Monday, June 18, 7:30 AM or 4:30 PM Tuesday, June 19, 7:30 AM or 4:30 PM Wednesday, June 20, 7:30 AM or 4:30 PM Monday, June 25, 7:30 AM or 4:30 PM Tuesday, June 26, 7:30 AM or 4:30 PM Pavement Markings Last year, after a number of requests for crosswalks and requests for centerline striping, I initiated a review of our existing pavement marking efforts in an effort to develop a policy or guidelines for determining where to paint and maintain pavement markings. Currently, Public Works runs a three person paint crew for most of the summer painting crosswalks, stop lines, turn lanes, railroad crossing markings, and parking stalls, using one full-time operator and two part- time seasonal workers. In addition, centerline and fog tine striping is contracted out, at a cost of about $10,000 per year. Centerline Striping 1've enclosed a drawing illustrating ail of our collector streets, which are divided into Municipal State Aid streets (MSA) and non-MSA collector streets. A collector street generally has traffic volumes approaching or greater than 2,000 vehicles per day. Not all existing MSA streets have this level of traffic (see comp plan traffic volume drawing). MSA streets receive maintenance money from the gas tax ($140,000/year to General Fund) and annual construction account allotments ($400,000/yr into our MnDOT state aid account). Along with gas tax funding comes MnDOT rules, including one that all of our MSA routes have to be centerline striped. We haven't been diligent in centerline striping all MSA routes. If we centerline stripe all of our collector streets (both MSA and non-MSA) and continue to paint fog lines on General Sieben Drive, Northridge Drive, 36`" Street, Village Trail, 3l S` Street (W) and 10`h Street, the annual striping cost will be about $19,000. At a minimum, I would recommend centerline striping all streets at least 40 feet wide along with the existing fog lines, and a select number of curvilinear streets with high traffc volumes (see enclosed drawing CL Markings 1), which would cost about $14,000 per year. Same of our newer MSA streets were striped with epoxy paint when first constructed. The epoxy paint lasts 2-5 years depending on traffic, but also costs five times as much as the latex paint we commonly use. The remaining epoxy painted centerlines will need to be refreshed or will be covered by sealcoat operations within the next few years, resulting in larger budget requests for centerline striping. I will be seeking a recommendation from the Operations Committee on setting a policy for the level of centerline striping to paint and budget for. Crosswalks Last summer, a request was made to paint crosswalks at all intersections that the Pleasant Drive bituminous trail crosses. If we were to apply that criteria to all similar bituminous trails constructed along collector streets, an additional 36 intersections would need crosswalks painted (we currently paint crosswalks at about 60 intersections). All of these intersections have STOP signs at the cross streets. About 5 years ago, Public Works eliminated painting curbs yellow for no parking and cut back on the number of crosswalks painted each year in response to budget constraints. In general, we kept crosswalks around schools, parks, mid- block trail crossings (requires pedestrian crossing signs also), and intersections of two high volume streets with 4-way STOPS. I would like to tighten our informal crosswalk policy to limit crosswalks to collector streets only, at those intersections adjacent to schools, parks, and commercial areas, and at 4-way STOP intersections of high volume collector streets (15`" & Pleasant, I5`" & GS Drive, and 4`" & Pleasant). All mid-block trail crossing shauId also be marked with both crosswalks and warning signs. I have enclosed a drawing showing existing crosswalks that are painted annually, with highlighted crosswalks proposed to be eliminated (Xwalks -you will need to zoom in considerably to identify the crosswalks). 1 would tike to propose a forma) crosswalk policy to be adopted by the City Council. All-Way STOP Sign Request -Louis Lane and Southview Drive Following a single car accident at the intersection of Louis Lane and Southview Drive this winter; where a young driver lost control of her vehicle and crashed into a -fire hydrant, neighborhood residents submitted a petition for an all- way STOP to be installed at the intersection. City Engineer Nick Egger has completed a thorough evaluation of the intersection and STOP sign request, finding that all-way STOP warrants are not met for this intersection, but discovering that sight lines are insufficient for the existing YIELD condition at Louis Lane and recommending that the Louis Lane YIELD sign be changed to a STOP sign. Nick has prepared a letter to the neighborhood residents explaining the study findings, which I have enclosed for your review.
