BACKGROUND INFORMATION On August 7, 2006, the City Council voted to change Section 10.21 C-4 Regional Shopping Center, Subdivision 3, Uses by Special Permit. The change allowed temporary auto sales in the C-4 district by a special use permit. The provision to Section 10.21 expires on July 31, 2007. The ordinance change was prompted by a request from Hastings Automotive to hold a temporary auto sale at the Westview Matl. Upon the ordinance change, a sale was held at the Westview Mall in September 2008. Staff did not have any concerns nor were any complaints received from the public.
