Re: Resolution -Install All-Way STOP at 12~' and Eddy
Council is request to adopt the enclosed resolution ordering the installation of an
all-way STOP at the intersection of 12~` and Eddy Streets. Eddy Street traffic is stopped
at this intersection. City Engineer Nick Egger performed a thorough review of the
intersection, and an evaluation of existing sight lines revealed view obstructions from all
four approaches to the intersection. While traffic volumes and accident history do not
meet warrants for installation of an all-way STOP, two optional warrants governing
intersections with sight line problems and intersecting residential collector streets are
met. Accordingly, staff is recommending installation of an all-way STOP at this
intersection.

RESOLUTION ORDERING THE ~'LACEMENT OF AN ALL-WAY STOP AT THE
INTERSECTION OF 12TH AND EDDY STREETS
WHEREAS, the Hastings City Engineer has preformed a thorough review of this
intersection and has determined that the following Minnesota Manual on Uniform TrafFic
Control Devices minimum traffic warrants are met for the installation of an all-way
STOP at the intersection of 12th and Eddy Streets:
• Locations where a road user, after stopping, cannot see conflicting traffic and is
not able to reasonably safely negotiate the intersection unless conflicting cross
traffic is also required to stop.
• An intersection of two residential neighborhood collector (through) streets of
similar design and operating. characteristics where multiway stop control would
improve traffic operational characteristics of the intersection.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HASTINGS AS FOLLQWS;
City staff is directed to install all-way STOP signs at the intersection of 12th and
Eddy Streets.
