A neighborhood meeting is scheduled to take place on July 24~'. A memo describing the project in detail and including comments on the project received at the neighborhood meetings will be included in the Council packet for the August 6`k' meeting. - ..~ ~. crrY DF tra~s7rtass CITY OF HASTINGS Dakota County, Minnesota Resolution No. ,__-__~ RESOLUTION RECEIVING FEASIBILITY REPORT AND CALLING FEARING ON CITY PROJECT 2007-3, QUIET ZONE IMPROVEMENTS WHEREAS, pursuant to resolution 6-04-07 of the City Council dated June 4, 2007, a report has been prepared by the City Engineer with reference to the following project: 2007-3 QiTIET ZONE IMPROVEMENTS -Concrete median removal and reconfiguration, curb replacement, and signal and crossing arm installation at the railroad crossing of 2"d Street, and vehicle gate installation at the railroad crossing of 3rd Street and said report was received by the City Council of Hastings, Minnesota. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNGII. OF THE CITY OF HASTINGS AS FOLLOWS; that i. The City Council will consider the improvements in accordance with the report and assess the abutting property, and assess benefits for all or a portion of the cost of the improvements pursuant to Chapter 429 of the Minnesota. Statutes at an estimated cost of the improvements of $68,406.00 2. A public hearing will be held on such improvements at 7:00 PM, Monday, August 6, 2007 at City Hall at 101 E. 4th Street, and the City Clerk shall give mailed and published notice of such hearing and improvements as required by law. PROJECT 2007-3 QUIET ZONE IMPROVEMENTS This improvement is proposed to include: Removal ofexisting turnaround islands west of the 2`~ Streetxailroad crossing, construction of concrete medians on both sides of the railroad crossing, installation of railroad signals and crossing arms, and installation of a vehicle gate on each side of the 3'~ Street railroad crossing. LEGAL DESCRIPTIONS OF PROPERTY TO BE ASSESSED The following properties are proposed to be assessed for these improvements: PROJEC'T' 2007-3 OUIET ZOl~(E IMPRQVEMENT,,,~ Lot 9, Block 1, Town of Hastings These improvements are to be considered pursuant to Minnesota Statutes, Chapter 429. The project is proposed to be assessed on an area basis or frontage basis against properties abutting or tributary to said improvements. The areas as specifically described herein are subject to said assessments. The total improvement costs are estimated to be $68,406.00 The public hearing before the City Council is scheduled for Monday, August 6, 2007 at the Hastings City Hall, 101 E. 4th St., at 7:00 PM. A reasonable estimate of the impact of the assessment wiII be available at the hearing. Such persons who desire to be heard with reference to the proposed improvements will be heard at such #izne and place.
