Homes - Site Plan Review #2007-34 - Riverwood 8th Addition Townhomes - 3530-3568 Riverwood Drive and 3533-3575 Village Trail. REQUEST Greg J. Homes seeks Site Plan Approval for 16 townhome units as part of Riverwood 8th Addition: Model Type 4 unit attached Location Block 4, Lots 1-18 # of Units 16 The City of Hastings has received a Building Permit Application from Gregory Jablonske to construct two units of a four unit building on Lots 11 and 12. The construction of only half the building win need to be further reviewed by the Building Department. RECOMMENDATION The Planning Commission met on July 23, 2007, to discuss the Site Plan for Riverwoods 8th Addition. The Planning Commission voted to recommend approval of the Site Plan, with the condition that the entire building would be constructed. ATTATCHMENTS · Resolution · Location and Aerial Map · Site Plans · Application BACKGROUND INFORMATION Comprehensive Plan Classification The Plan is consistent with the Comprehensive Plan. The property is guided U-II, Urban Residential (4-8 units per acre). Overall density for Riverwood 8th Addition is consistent with the Comprehensive Plan. Zoning Classification The plan is consistent with the Zoning Ordinance. The property is zoned R-3 - Medium High Density Residence\Planned Residential Development, allowing for clustering of units and preservation of open space. U-II (4-8 units) U-II (4-8 units) Existing Condition The existing site is relatively flat and treeless. The northern portion abuts existing townhomes. Proposed Condition Four-unit townhomes will be built on Block 4, Lots 1-18. Attached is a layout showing the locations of the proposed units. SITE PLAN REVIEW Proposed Building Setbacks Proposed building setbacks are acceptable. All units have been platted as "lot boxes" that incorporate the unit and limited surrounding land. The common space will be held in an association controlled and operated by the owners of the property. Parking Parking is acceptable. The interior units will have a two .stall garage, plus a driveway capable of parking two additional vehicles. The exterior units will have a three car garage, plus a driveway capable of parking two additional vehicles. Landscape A landscape plan has been submitted and approved. The plan provides a mixture of deciduous shade trees along the front of each unit, interspersed with a variety of shrubs and flowing plants surrounding each unit and boulevard trees along the streets. The landscaping plan is acceptable with the following modifications: 1) One additional front yard tree needs to be planted on both Riverwood Drive and Village Trail. Each of the eight block townhomes has seven trees, while eight trees are required. 2) Additional boulevard trees need to be planted between Lots 1 and 2 in addition to between Lot 18 and 36th Street. As a reminder, the following must be included as a part of the landscaping on site: 1) All landscaped areas must be irrigated. 2) All abutting driveways serving multiple unit buildings must have a minimum three foot landscaped separation between the driveways, extending from the unit to at least 8 feet behind the curb, and shall incorporate landscaping adjacent to the garage at the common property boundary. 3) Boulevard trees must be planted as shown on the surveys. Architectural Elevations and Floor plan Each building will house 4, one story units. The buildings incorporate varying roof lines with heel trusses and extended overhangs to match the facade. The building on Riverwood Drive will be positioned at varying angles to give different views of the buildings, as well as being offset from units located across the street. Vinyl lap siding, vinyl shakes and stone will be used on all buildings. The proposed town home units are similar in style to those built directly north of the site. However, the northern units are two unit buildings while those being proposed are four unit buildings. Grading, Drainage, Erosion Control, and Utility Plan The Grading, Drainage, Erosion Control, and Utility Plans were all reviewed and approved as part of the Preliminary Plat of Riverwood 8th Addition. HASTINGS CITY COUNCIL RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL TO CONSTRUCT 16 TOWNHOME UNITS IN RIVERWOOD 8TH ADDITION LOCATED ALONG RIVERWOOD DRIVE AND VILLAGE TRAIL, HASTINGS, MINNESOTA Council member introduced the following Resolution and moved its adoption: WHEREAS, Greg J Homes has petitioned for Site Plan Approval to construct 16 townhome units generally located along Riverwood Drive and Village Trail, legally described as follows: Lots 1-18, Block 4, RIVERWOOD 8TH ADDITION, Dakota County, Minnesota; and WHEREAS, on July 23, 2007, review was conducted before the Planning Commission of the City of Hastings, as required by state law, city charter and city ordinance; and WHEREAS the Planning Commission recommended approval of the request to the City Council subject to the conditions contained herein; and WHEREAS The City Council has reviewed the request and concurs with the recommendation of the Planning Commission. _ NOW THEREFQRE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented to the City Council subject to the following conditions: 1) Conformance with the City Council Staff Report and plans dated August 6, 2007. 2) Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, the approval is null and void. 3) All disturbed areas on this property shall be stabilized with rooting vegetative cover to eliminate erosion problems. 4) Final approval of the grading, drainage and utility plans by the Public Works Director, and reimbursement for any fees incurred in review of the development The owner assumes all risks associated with the grading and utility placement prior to formal approvals. 5) All landscaped areas must be irrigated. 6) Any uncompleted site work (including landscaping) must be escrowed for prior to issuance of a certificate of occupancy. 7) Submission of an electronic copy of all plan sets (TIF, PDF, or similar format) prior to submittal of a building permit 8) Boulevard trees must be planted at spacings of no less than 50 feet along all public right-of-ways. Additional boulevard trees need to be planted between lots 1 and 2 and lot 18 and 36th Street 9) One additional front yard tree needs to be planted on one of the eight units on both Village Trail and Riverwood Drive. 10) Exteriors of the building must be constructed at the same time.
