HomeMy WebLinkAbout20070806 - VII-2/VIII-A-1 MEMO VII-2 VIII-A.. 1 To: From: Date: Re: Honorable Mayor and City Council Nick Egger August 1, 2007 City Project 2007-3, Quiet Zone Improvements Council received the feasibility report for the proposed Quiet Zone Improvements at the July 16th meeting. The public hearing for this project has been scheduled for the August 6th Council meeting. A neighborhood meeting was held on July 24th to receive comments and input from affected residents. The proposed Quiet Zone Improvements project is a City initiated project, and wiU require the votes of six Council members to approve the project. PRoPOSED IMPROVEMENTS The proposed Quiet Zone Improvements would include the removal of existing turnaround islands west of the 2nd Street railroad crossing, construction of concrete medians on both sides of the railroad crossing, relocation of the railroad signal and crossing arm on the west side of the tracks, and installation of a vehicle gate on each side of the 3rd Street railroad crossing. Prior to the installation of the quiet zone items, extensions would be made to the City's water distribution system beneath 2nd Street on the west side of the tracks in preparation for trunk watermain connections that will be made in the near future north and south along Bailly Street. SUMMARY OF IssUES AND COMMENTS Comments from about 15 residents were received at the July 24th neighborhood meeting, with mixed sentiments about the concept of the Quiet Zone. Staff clarified with meeting attendees that the decision to move forward with the installation of the Quiet Zone was made by the City Council earlier in the year, and that the purpose of the neighborhood meeting was to explain what, when, and where improvements would be made in order to create the Quiet Zone. Staff also explained that the costs are being assessed to lIRA owned property on Block 1 of the future redevelopment parcel located north of 2nd Street, as this property is the prime beneficiary of the improvements. A tabulation of the comments received, along with staff responses, has been included for reference. COUNCIL ACTION REOUESTED Council is requested to adopt the enclosed resolution ordering the improvements and approving the plans for the project, and authorizing staff to obtain quotes from contractors. CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA Resolution No. REsOLUTION ORDERING TIlE IMPROVEMENTS, APPROVING PLANS AND SPECIFICA nONS, AND AUTHORIZING THE SOUCITATlON OF QUOTES FOR PROJECT No. 2007-3 QUIET ZONE IMPROVEMENTS WHEREAS, a resolution of the City Council adopted the 16th day of July, 2007, fixed a date for a Council hearing on the proposed improvements, and WHEREAS, ten days mailed notice and two weeks published notice of the hearing was given, and the hearing was held thereon on the 6th day of August, 2007, at which all persons desiring to be heard were given an opportunity to be heard thereon, NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; that 1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report. 2. Such improvement is hereby ordered as proposed in the feasibility report dated July 11, 2007. 3. Plans and specifications for the Quiet Zone Improvements prepared by the Hastings City Engineer are hereby approved. 4. The City Engineer shall contact several qualified contractors to obtain proposals for the work, and thereby recommend one of said proposals to the Hastings Council at a future meeting for their consideration.
