Fire and Emergency Services Director Appointment
RECOMMENDED CITY COUNCIL ACTION
It is unanimously recommended by the Public Safety Committee (City Councilmembers
Ed Riveness, Danna Elling Schultz and Barb Hollenbeck) that the full City Council take
action appointing Assistant Fire Chief Mike Schutt to the position of Fire and Emergency
Services Director, with an effective date of September 29,2007.
The recommended compensation scheduled, based on current 2007 rates is as follows:

Current Fire Chief Mark Holmes is scheduled to retire effective September 28,2007.
Throughout the last several weeks, Staffhas been working with the Public Safety
Committee and ultimately the full City Council approved, a scheduled for the
advertisement, recruitment and hiring ofthe person to fill the position of Fire and
Emergency Services Director.
On Tuesday July 31,2007 nine candidates were interviewed for the position of Fire and
Emergency Services Director. Each of the nine candidates was interviewed by two
different oral interview panels. One room included six members, asking more technical
questions, and another panel included five members, asking more general questions. City
Councilmember Ed Riveness and Assistant City Administrator Melanie Mesko Lee were
in the Volunteer Room with the panel asking the more general questions. Each of the nine
candidates also visited with me in my office, for about 30 minutes, discussing a variety of
topics, and addressing a few questions.
Personnel Decisions Inc. (PDI) has assisted the City in the past on a variety of hiring
processes, and was also very instrumental in this process. PDI provided an objective
review of the application material that each candidate submitted, and listed a score for
each candidate based on their background and experience. That information was used to
determine the nine candidates who were interviewed by the panels, on July 31.
At the conclusion of the interviews, Assistant City Administrator Melanie Mesko Lee
forwarded the tabulation sheets from each panel member for each candidate to PDI for
their review and scoring. The information from the background and experience ratings,
combined with the oral interview panel scores was presented to the Public Safety
Committee as part of a meeting they conducted on Thursday August 9, 2007.
Each of the three members ofthe Public Safety Committee (Ed Riveness, Danna Elling
Schultz and Barb Hollenbeck) are in support of the appointment of Mike Schutt as the
Fire and Emergency Services Director for the City of Hastings. With the retirement date
of Friday September 28,2007 for current Fire Chief Mark Holmes, a start date of
September 29,2007 is recommended for Mike Schutt.
