He discussed plans for a wagon train from Cannon Falls to St. Paul. One of his desired stops would be in Hastings. This event is planned for May 7-May 9th, 2008. I have enclosed details of what involvement this state sesquicentennial event is seeking from the City. I have recently contacted parties within the City investigating the possibilities of the requests (police, Fire and Public Works). The overnight camping location of this proposal is to be situated on the Hastings River Flat (J.C Park) property. If this proposal is accepted, I am seeking a variance in City ordnance to allow for this event to camp overnight in a park. The NRRC approved this event in concept at their last meeting. Fax: (651)437-4~O MEMO Date: 8/9/07 To: NRRC Commission Members From: Barry Bernstein, Parks and Recreation Director Subject: Wagon Train Back2round Information: I met with Jon Olson who is coordinating a wagon train from Cannon Falls to the State Capital for the States Sesquicentennial in 2008. The proposed wagon train stop in Hastings is as follows: . Proposed stop in Hastings May 7-May 9th in which they would ride north . Support vehicles with chow wagon would arrive in Hastings the moming of May 7th · This wagon train is requesting to utilize Mississippi Riverfront area just to the west of the boat launch. · The wagon train will need space for parking support vehicles, wagon trains and to host a small blue grass band on an evening . There is a need to supply water by the City if possible . If approved, a request is needed for a variance to allow for overnight camping in our park. · The proposed rout is to come north on the east side of Hastings through downtown and proceed west to the Mississippi River. This group is seeking conceptual approval to continue to move forward. If approved by the NRRC to proceed with this concept, this issue will be brought before the City Council. E-7000_CS4E1789. pelf (1 MB) pdt (1 MB) Berry Thank you so much for taking the time to visit with me yesterday morning and for agreeing to bring our request through your committee and to the Hastings City Council. I understand that it will go to the Council August 20, 2007 and you will notify me if you want me to attend. As we discussed our schedule will bring us to Hastings on May 7th, 2008. Our anticipated schedule will be: I will stake out the layout preferred the week before the event. Probably Saturday May 3, 2008. Everyone will enter the site along the dashed line on the attached. See attached. Porta potties will arrive sometime the previous week possibly as early as May 4th. Vehicles will arrive at the Parking lot approximately 7:30 on May 7th. We will plan to park in the area marked on the attached aerial. The camp cook will show up between 9:00 AM and noon on May 10th. He will need to unload his wagon from his trailer and start cooking. We will need wood for him to cook with. We can bruing it if ok with you but given the current regulations please advise. A crew will show up between 10:00 AM and 3:00 PM to set up the horse panels. You may have a service club in mind to assist them. They will need to onto the site with two pickups and trailers with the horse panels. See photos I left with you. The wagon train will arrive about 3:00 P.M. on May 7th and proceed to site.we will enter on 10th Street and go north on Tyler to Main Street, turn left on Main Street and proced west to Lock and Dam Rd. where we will turn north to the camp site. See red route on attached map. We would like Hastings Police assistance in crossing all signalized intersections. We would also like a street sweeper to follow us on all City streets. We will circle the wagons inside the horse corrals. You will set a drop water tank near the entrance Road and have it filled for us.See map We will need to provide drinking water. You will assist us in filling our tank if that is the way we go. We will attempt to locate a manure spreader to use while in Hastings. Any assistance you could provide in this area would be great.. We will also clean up the grounds prior to leaving. We would like to stay in Hastings all day Thursday May 8th for a rest day and leave Friday May 9th about 9:00 AM. The camp will be open to the public as you see appropriate. -. 1 The camp will participate in an event if you choose to plan one during our visit. We anticipate having a band by the name of "Buggy Whip" preform for a couple of hours on Thursday evening, the public would be welcome at that concert.. We also anticapate having a special Chuck Wagon Dinner that night, giving our regular cook the night off. We would be happy to entertain other ideas for community involvment that evening. We will be leaving Hastings about 9:00 AM on Friday May 9th, 2008. we will be leaving on Second Street West and proceed to Pine Street, turning left on Pine Street we will proceed south on Pine Street, we will cross TH 55 and go to 15th Street turning right on 15th Street, we will head out of town to the west . 15th Street turns into 150th to the west. See blue route on map. We would like Hastings Police assistance in crossing all signalized intersections. We would also like a street sweeper to follow us on all City streets. Shortly after 9:00 Am a crew will come to move the horse panels to the next site. Again you may have a service club in mind to assist them. I believe this summarizes our discussion of this morning. Please feel free to correct or add to the above based on your understanding. Please respond to this e-mail as we discussed so that I know you recieved it. It will be a trill for me to be a part of this historic event and to be able to spend an a couple of days at your wonderfull facility. Other issues we did not discuss: We will need a flatbed trailer to use as a stage and generator for "Buggy Whip" Thursday evening.
