Assistant Fire and Emergency Services Director Testing Process
Recommended City Council Action
It is recommended that the City Council take the following action as it relates to the
hiring process for the Assistant Fire and Emergency Services Director position:
a.) Authorize the utilization of a closed-promotional process; accepting applications
only from current members of the paid on-call staff, and existing members of the
Full Time Fire Department Staff, including the current Fire Inspector.
b.) Authorize the utilization of Personnel Decisions Inc. (PDI) to assist with process,
including, but not necessarily limited to review of the background and experience
application material; in-basket exam; promotability index calculation and
assistance with the scoring for the oral examination.
c.) Approve the attached job description for the position of Assistant Fire and
Emergency Services Director.

On Monday August 20, 2007 the City Council took action approving the appointment of
Mike Schutt to the position of Fire and Emergency Services Director, effective
September 29,2007. With Mike Schutt's pending appointment as Fire and Emergency
Services Director, Staff has begun the process of developing a schedule and plan for the
filling of the position of Assistant Fire and Emergency Services Director.
Previous similar position vacancies have resulted in the utilization ofPDI to assist with
the review of the background and experience material applicants will submit; facilitating
an in-basket exam; conducting a promotability index and calculation of the oral interview
scores. PDI will also calculate all ofthese scores and forward to the City Administrator
the top three candidates for consideration for appointment to the position of Assistant
Fire and Emergency Services Director. Once Staff has formulated the exact process and
scoring system for the steps in the testing process, each of those interested in becoming
candidates will be advised accordingly.
Should the process be considered a closed-promotional, candidates will need to be
existing members of the Fire Department, including the Fire Inspector, Full Time
Firefighters and Paid On-Call Firefighters. Should the City Council wish for outside
candidates to be considered for the position, declaring the process as a closed-
promotional should not be approved. Please bear in mind, that at least the last three
Assistant Fire Chief processes have been declared as closed-promotional.
Finally, Staff has prepared the attached job description for your consideration to more
accurately reflect the current job duties, responsibilities and qualifications needed for the
position of Assistant Fire and Emergency Services Director. This position will still be
designated the Fire Marshall.
Tentative closing date for submission of application material is scheduled for Friday
September 28, 2007.
