Holmes, Fire Chief~)I-- DATE: September 12,2007 SUBJECT: Request for Adjustment to Paid-on-Call Firefighter/EMT Compensation Schedule All paid-on-call firefighter/EMT's are paid hourly rates for emergency responses and training time. This compensation schedule was designed and implemented in 1996 with a slight partial adjustment beginning in 2002. The current system has four individual hourly pay rates depending upon the activity performed. City fire, rural fire, training, and ambulance rates all differ in range from $9.00/hour to $15.00/hour. Officers and paramedics are paid differently than firefighterIEMT's. The existing software program for the fire department payroll was developed specifically for our department. This software is no longer supported by the manufacturer and will be obsolete with our next problem. Prior to the end of 2007 the city will be adopting a common software program with all other fire departments in Dakota County. This cooperative effort has a module specifically for paid-on-call payroll systems. To apply this software, I am proposing that a single pay rate be used for all firefighting and training and a second pay rate be used for ambulance responses. The officer and paramedic differences in rate of pay would be adjusted by a montWy premium as opposed to a difference in an hourly rate. This compensation process would lend itself to meeting the application needs of this new software. My proposal would increase the hourly rate for all fire responses from $11.00 per hour city and $13.00 per hour rural to $13.00 per hour. Training pay would also increase from $9.00 per hour to $13.00 per hour; this amount has not been adjusted since 1996. The hourly rate for ambulance response would remain at $15.00 per hour until future increases would allow fire and training pay to rise to the $15.00 level. Additional officer and paramedic compensation would be achieved through the addition of a $100.00 per month premium. FIRE SUPPRESSION FIRE EDUCATION FIRE PREVENTION AMBULANCE SERVICE Page 2 Mayor Hicks and City Council Members September 12, 2007 Throughout 2006 and 2007 a committee consisting of paid-on-call and career firefighters, chief officers, administrative support staff, and Dave Osberg and Melanie Mesko Lee have been working through future planning issues within the fire department. One of the issues identified was the rate of pay for paid-on-call firefighter/EMT's. Throughout much discussion, this proposal reflects the consensus of that committee. The committee recommendation coupled with the adoption of new computer software make this the right time to adjust and equalize these rates of pay. Included with this memo is the illustrations used to determine additional labor costs associated with this proposal. In anticipation of an increase additional funding was approved in the 2007 fire department budget and also included in the 2008 fire department budget as requested. Requested Action: City Council approval of the paid-on-call firefighter/EMT compensation schedule as adjusted with increases beginning in the 2007 fourth quarter payroll period.
