Holmes, Fire Chi~;v-- DATE: September 12,2007 SUBJECT: Request Award of Bid for Ambulances At the August 6,2007, city council meeting, approval was given for the purchase of a new ambulance and the remounting of an existing patient module onto a new chassis. The bid process was to include both projects with the understanding that our trade-in ambulance could be kept in service until final completion. The anticipated cost and amount approved of this project was $215,000.00. As a result of the bid process, only one proposal was received. Although nothing in our specifications was proprietary to any manufacturer, single bids for this type of work are not uncommon today. Currently the city has in service three ambulances manufactured by a single source. The oldest of these units is ten years old and has served our community well. All aspects including quality, durability, and warranty have reinforced the fact that we have made good choices. I believe that a single bid may partially be due to our owning three single source ambulances but also due to the recent twelve-month period where preferred chassis' (Ford) were unavailable due to higher EPA standards. Ford anticipates chassis availability in mid-October. With this extended wait time for ambulances I believe most manufacturers feel an immediate need to accommodate their higher volume customers. The single bid received was from Life Line Emergency Vehicles, located in Sumner, Iowa. As part of this process, six bid specifications were also sent out to other manufacturers who would have the capability to build this unit. All of which have facilities located within a 250-mile radius from the City of Hastings. Other than a brochure from one of the manufacturers, I received no questions or negative comments about our process. Since the bid received was within budget and in the amount of$214,413.00 less trade-in of$12,000.00 for a total purchase price of$202,413.00, I am requesting that approval for award of bid be given to Life Line Emergency Vehicles. Requested Action: Award of bid and contract in the amount of $202,413.00 to Life Line Emergency Vehicles for ambulance replacement as specified.
