HomeMy WebLinkAbout20071001 - VI-08 VI-8 MEMO To: From: Date: Re: Honorable Mayor and City Council Nick Egger, City Engineer September 27, 2007 Resolution Ordering Feasibility Study for Proposed 2008 Downtown Improvements Program The City Council Planning Committee, HRA, and EDC workgroup met this morning and recommended that staff bring forward a request that the full Council order a feasibility study to be performed for the Downtown Street & Utility Improvements. The feasibility study process will also include analysis by staff of options and alternate design ideas for accommodating parking losses, and a breakdown of project segment costs for consideration. The workgroup will reconvene with staff once this intermediate analysis work has been completed to provide further input and recommendation to the full Council. Enclosed for Council considerations is a resolution requesting the study this project for construction in 2008. PROJECT 2008-2. DOWNTOWN STREET & UTILITY IMPROVEMENTS This project would involve reconstructing Ramsey Street, Tyler Street, and a portion of 1 st Street. Also to be constructed and reconstructed would be a trunk watermain line between the 2nd Street crossing beneath the TH 61 Mississippi River Bridge east to Lea Street, and sewer, watermain, and storm sewer improvements in Ramsey and TIler Streets, and the Mississippi River Trail extension from Tyler Street to Bailly and 2n Street. Much of these street segments are in very poor condition, with inadequate curb and gutter and insufficient storm drainage capability. Sanitary sewer and watermain utilities are currently nonexistent in some areas, and the parts of these systems that are in place date back to the time of the original system installation in the early 20th century. The trunk watermain is necessary to bring fire flow capacity up to an acceptable level for all of the area east of the railroad crossing, as well as to provide looping redundancy for the water system in this area. Installing the trunk watermain at this time will also allow for the continuance of work towards improving Levee Park. These improvements will also provide the downtown redevelopment parcels with the services necessary to allow their improvement. COUNCIL ACTION REQUESTED Council is requested to adopt the enclosed resolution ordering a feasibility study for Project 2008-2, Downtown Street & Utility Improvements. CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA Resolution No. RESOLUTION ORDERING THE PREPARATION OF FEASmILITY REpORTSFOR2008~ROVEMENTPROGRAM WHEREAS, it is proposed to construct the following improvements as part of the 2008 Street and Utility Improvement Program: 2008-2, Downtown Street & Utility Improvements, including street and utility construction and reconstruction on Ramsey Street between 2nd Street and its north end, Tyler Street between 2nd Street and its northern end, and 1 st Street between Tyler Street and Lea Street, and trunk watermain installation between 2nd Street at the Vermillion Street (TH 61) right of way and Lea Street and the Mississippi River Trail extension from Tyler Street to Bailly and 2nd Street. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OFHASTINGSASFOLLOWS;thm The above proposed improvements are hereby referred to the City Engineer for study and he is instructed to report to the City Council with all convenient speed, advising the Council in a preliminary way as to whether the proposed improvements are feasible and as to whether they would be made as proposed or in connection with some other improvements, and the estimated cost of the improvements as recommended.
