HomeMy WebLinkAbout03-12-09 HEDRA IV a Spiral Blvd Reconstruction ProjectMEMO To:Hastings Economic Development and Redevelopment Authority Commissioners From:Tom Montgomery Date:March 9, 2009 Re:Proposed Industrial Park Street and Utility Improvements The City Council Operations Committee has been meeting with the Public Works Department to refine the list of street and utility improvements proposed for the Industrial Park that could be accomplished while maintaining a project debt ceiling of $3,000,000. Under this debt load, the Operations Committee has recommended funding the following improvements: Reconstructing Spiral Boulevard from Hwy 316 to Enterprise Ave ? 36 ft. wide street, curb and gutter, storm sewer and trail. St. to Vets? Park - 36 ft. wide street, Reconstructing Millard Avenue from 31 st curb and gutter, storm sewer and trail. Reconstruction Industrial Court - 36 ft. wide street, curb and gutter, and storm sewer Repair the Ravine Erosion and Construct a Ponding Basin on the north side of Spiral Boulevard, and Construct a Trail Connecting the Proposed Millard Avenue Trail through the Ravine to 21 Street. st If other funding sources become available through MnDOT?s Hwy 61 bridge storm water quality mitigation or Vermillion River Watershed funding, storm water quality Street storm water diversion to the Three Rivers Mobile improvements such as the 31 st Home Park ponding basin or construction of rain gardens paralleling the street reconstruction areas could be included in the project. The new Spiral Boulevard entry monument and landscaping and possibly decorative intersection street name signs might also be included in the project if funds are remaining from the old Industrial Park improvement account. The proposed storm water quality improvement involving diversion of Millard Avenue and east Spiral Boulevard storm water from discharging to the ravine and rerouting the storm water to discharge to the Industrial Park ponding basin adjacent to Enterprise St. Avenue would be eliminated from the project. Also eliminated are the proposed 21 st access road to Vets? Park; the trail extension through Vets? Park connecting the existing Glendale Heights/Enterprise Avenue trail to the Ravine Trail; and the Hwy 316 trail Street trail to the Hwy 61 sidewalk just north of the Civic Arena. connecting the 31 st ENTERPRISE AVENUE MILLARD AVENUE ENTERPRISE AVENUE MILLARD AVENUE IPR NDUSTRIALARKAVINE EP ROSIONICTURES
