IV. Business
A. Spiral Boulevard Reconstruction Project (Industrial Park). Public Works Director Tom
Montgomery will present the proposed project for 2009 and will report on the Public Open
House held for the affected property owners. Action: staff requests comment.

B. 23 Street Crossing. See enclosed introduction to the subject by the Public Works

Department. Discuss the priority of 23 improvements in the context of upcoming potential
bridge-related costs to the City, Levee Park improvement costs and Spiral Boulevard
rd
reconstruction costs. These all impact the City?s debt limit. From a HEDRA point of view 23
would be a public improvement and site assembly for future redevelopment on the east side. As a
next step an existing engineering study of traffic lights can be expanded to plan a four-way
rd
intersection with 23 connected to 21st, a back access road, land acquisition and cost estimates.
Action: direction and recommendations.
C. Rehabilitation Programs. See enclosed rehabilitation program descriptions. These have been
adapted from HRA programs.
Residential: owner occupied or rental property
Commercial: direct loan or interest reduction approaches
Action: approve programs for use by HEDRA.
D. Industrial Park cost-benefit analysis and land price. The board requested additional
information on the public investment and job/tax base creation in the park to date. Mr. Hinzman
will present the information he has collected at the meeting. The official City price for the land
is the 2006 appraised price of $2.35 per sq.ft.The Assessor?s Market Value is $1.00 sq.ft. and
Mr. Hinzman?s report indicates the City?s investment in the park, per sq.ft. Since 1997 all but
three sales have been under the land credit program, not cash sales. The City?s price should be
close to market value because it is the value of the land recorded at sale and is the amount of the
business subsidy. A decision is needed as there is a pending industrial park project.
Action: The Board is asked to consider whether the official price should be changed and if so,
recommend a new official price.
V. Reports by staff
A. Updates
1.Downtown area: Funding Park and Ride lot on Block 16. RFP for Block 29.
2.Vermillion Street area: Meeting with P&L Properties
3.Highway 61 Bridge: Design process and possible impacts.
4.Housing. There may be new information about the County?s acquisition program or the
request for assistance to pay utility assessment.
5.2009 HEDRA Budget. See enclosed budget summary which shows the Economic
Development Commission?s and HRA?s 2009 budgets combined.
B. HEDRA Web Site. Secretary Shannon Rausch will present the new website content.

C. 215 Ramsey and 315 3 St. E.
The Joint Powers Board?s plan for expansion of the Senior Center into the adjacent space at 215
Ramsey has the approval of the City Council and the Park & Recreation Commission. The
th
School Board will consider their position on March 11. If they also approve, Joint Powers will
probably ask the HEDRA to purchase the property and lease it to the City as the HRA did for the
existing Senior Center. HEDRA would borrow the purchase price and the City would pay the
monthly installments under a Lease-purchase agreement. Staff may recommend using Wilson
Services for this acquisition as well.
Dan Wilson, the acquisition and relocation consultant hired at direction of the Board, has started

working with the tenants of 315 3 Street. This is the property to the east of 215 Ramsey. A final
decision about acquisition will be made at a future meeting after a property value and relocation
costs are firmed up.
