Re: Public Hearing - 2006 Improvement Program Assessments
The Public Hearing for the 2006 Improvement Program Assessments will include
the following projects:
• 200b-1 3`d Street Area - aid Street between Vermillion Street (TH 61) &
Farm Street, Eddy Street between 2"d & 5`h Streets, Ashland Street
between 2"d & 3`d Streets, Forest Street between 3"~ & 4`h Streets, Maple
Street between 3`d & 4`~' Streets, Prairie Street between 2nd & aid Streets,
and State Street between aid & 4`h Streets
2006-2 North Frontage Road -North Frontage Road between Pleasant Drive
and 650 ft east of Westview Drive
2006-3 Industrial Park 7~h Addition - Lightborne Court and surrounding lots
ASSESSMENT POLICY
Under the City's assessment policy, assessments are based on the benefit received from
the improvement and not on the cost to construct the improvement. Benefit is defined as
the increase in property value directly attributable to improvement constructed. The
policy assesses properties based on 90% of estimated benefit received from the
improvements and reduces the assessment to the long side of a corner lot to 25% of the
estimated benefit front foot cost
Project 2006-1, aid Street, had two assessment rates -one rate was for sections of the
project which had previously contained curb and gutter, and the other rate was for areas
that did not previously contain curb and gutter.
Project 2006-2, North Frontage Road, although not a Municipal State Aid route, was
treated as such under the assessment policy due to its function as a commercial access
street and collector road like traffic volumes. The character of the street work performed
on this section also was similar to that on South Frontage Road. Therefore, the
assessment rate that was used for South Frontage Road in 2005 was applied.
Project 2006-3, Industrial Park 7`h Addition was assessed for 100% of the construction
costs, as the benefit to the affected properties is equal to the entire improvement.

IMPROVEMENTS
This project consisted of the reconstruction of streets in the 3ra Street area, and select
replacement of water and sanitary sewer utilities. Major street and streetscape
renovations included the widening of Eddy Street from f32 feet to 36 feet between 2nd
Street and 5`~' Street, the addition of sidewalk to Eddy Street between 2nd Street and 5`h
Street, the narrowing of State Street from 40 feet to 36 feet, the construction of a cul-de-
on the far west end of 3rd Street, and the addition of street fighting along Eddy Street.
ASSESSMENT RATE: $60.30/FF for properties not previously having curb and gutter
$30.15/FF for properties that previously had curb and gutter
These rates are uuchanged from the April 2006 Feasibility Report
ASSESSMENT ISSUES
There is a pocket of lots that obtain access to 3rd Street through a common driveway just
to the west of Maple Street. These lots, although not fronting on any part of the project,
did receive benefit as a result of the improved access and were assessed as corner lots
with long side improvements, meaning that their assessments were based on 25% of the
width of their lots on the side that runs parallel to 3rd Street_

IMPROVEMENTS
This project involved construction of two trunk watermains between State Street and the
site of the new Water Treatment Plant. The watermains run through Lion's Park to the
southwest where they traverse up the embankment to North Frontage Road near Tires
Plus. From that point, the watermains proceed along the south side of North Frontage

Road all the way to their end point at the Water Treatment Plant. Because of its age and
condition, the street pavement was completely reconstructed between Pleasant Drive and
Westview Drive, with spot curb and gutter replacement, and spot sidewalk replacement.
On the east side of Westview Drive, only the pavement on south side of North Frontage
Road was completely reconstructed, with the north side being milled and overlaid for a
contiguous new surface. The pavement replacement activity on this section of the street
was limited because it was relatively younger and in much better condition than the
pavement west of Westview Drive.
ASSESSMENT RATE: $45.00/FF -Unchanged from the July 2006 Feasibility Report
ASSESSMENT ISSUES
Only the properties on the west side of Westview Drive are being assessed for the street
reconstruction costs that occurred on that section of North Frontage Road. This is so
because this segment was in need of reconstruction, and because it was also prudent to
perform the street work in conjunction with the installation of the watermains rather than
in two separately timed projects. The remaining portion of North Frontage Road east of
Westview Drive is being funded through bonded debt and also the WAC Fund, as it was
not in need of reconstruction and was rebuilt as a result of installation of the watermains.

IMPROVEMENTS
This project consisted of the grading of land contained in the Industrial Park No. 7 plat,
the construction of sanitary sewer, watermain, and storm sewer facilities, and the
construction of Lightborne Court connecting to 31 S` Street.
ASSESSMENT RATE: The project was assessed on a per lot basis, with the grading and
storm sewer costs spread equally among the six cul-de-sac lots and the three Spiral
Boulevard lots. The street and utility costs for constructing Lightbourn Court were then
added to the grading costs to form the assessments on the six cul-de-sac lots.
COUNCIL ACTION REQUESTED
Council is requested to approve the enclosed resolutions adopting the proposed
assessments for the 2006 Street and Utility Improvement Programs.
