REQUEST
Cornerstone Church seeks Site Plan approval to construct a 20' x 20' (400 s.f.) garage
northwest of the existing parking lot located at 735 10~' St E.
RECOMMENDED ACTION
The Planning Commission met on the aforementioned item on November 26, 2007.
No members of the public spoke for or against the item. Commissioners voted 7-0 to
recommend approval of the site plan.

Comprehensive Plan Classification
The 2020 Comprehensive Plan designates the property as I, Industrial
Zoning Classification
The subject property is zoned I-1, Industrial Park. Churches are allowed as a permitted
use in the I-1 district.

Existing Condition
The proposed garage site is part of a larger parking lot west of the church. The existing
church was constructed in 2004.
Proposed Condition
Construction of a 20'x 20' (400 s.f.) garage northwest of the existing church and parking lot.
SITE PLAN REVIEW
Zoning Setbacks
Zoning setbacks are acceptable. The garage would be located approximately 90 feet
from the western property line. The distance to remaining property lines exceeds 100
feet.
Parking
Parking is acceptable and not affected by the construction of this garage.
Vehicular Access and Circulation
Access and circulation will not be changed.
Pedestrian Access and Circulation
Pedestrian access will not be changed.
Grading, Drainage, Erosion Control, and Utility Plan
The garage will be constructed near the same grade as the parking lot resulting in minimal
grading and drainage changes.
Landscaping
Construction of the garage does not trigger additional landscape changes.
Architectural Elevations
The architectural standards of the zoning ordinance require a combination of acceptable
materials based on the buildings use. The administrative official and Planning Commission
have the discretion to approve alternate materials. Generally, accessory buildings that are
not highly visible are not required to meet these requirements. The elevation drawings of
these types of accessory buildings must be compatible with the main structure.
The specific materials proposed for the garage are acceptable and are not the same, but.
are compatible with the exterior of the existing building. 8" textured vertical hardboard
siding and earth tone shingles are proposed.
RECOMMENDATION
Approval of the site plan is recommended subject to the following conditions:
1) Conformance with the plans submitted with the Planning Commission Staff Report
dated November 26, 2007.
2) All disturbed areas on this property shall be stabilized with rooting vegetative cover
to eliminate erosion problems.
3) Finai approval of the grading, drainage and utility plans by the Public Works
Director, and reimbursement for any fees incurred in review of the development.
The owner assumes all risks associated with the grading and utility placement prior
to formal approvals.
4) Any uncompleted site work {including landscaping) must be escrowed for prior to
issuance of a certificate of occupancy.
5) Approval is subject to a one year Sunset Clause; if significant progress is not made
towards construction of the proposal within one year of City Council approval, the
approval is null and void.

SITE PLAN APPROVAL FOR CONSTRUCTION OF A GARAGE AT 735 10TH STREET
LEGALLY DESCRIBED AS FOLLOWS:
That part of Government Lot 7, Section 27, Township 115, Range 17, Dakota
County, Minnesota, lying southerly of the Chicago, Milwaukee, St. Paul & Pacific
Railroad Company and northerly of 10~' Street and westerly of the following
described line:
Commencing at the southwest corner of the Southwest Quarter of the Southeast
Quarter of said Section 27; thence North 0 degrees 10 minutes 32 seconds West,
bearing assumed, along the west line of Southwest Quarter of the Southeast Quarter
and Government Lot 7, a distance of 1831.25 feet to the centerline of 10~' Street;
thence North 89 degrees 41 minutes 43 seconds East along said centerline, a distance
of 33.98 feet; thence on a tangential curve, along said centerline, a distance concave

WHEREAS, Cornerstone Bible Church has petitioned for site plan approval to construct a
garage on the aforementioned legally described property in Dakota County, Minnesota; and
WHEREAS, on November 26, 2007, the Site Plan was reviewed by the Planning
Commission of the City of Hastings, as required by state law, city charter and city ordinance; and
WHEREAS the Planning Commission recommended approval of the request to the City
Council subject to the conditions contained herein; and
WHEREAS The City Council has reviewed the request and concurs with the
recommendation of the Planning Commission.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF HASTINGS AS FOLLOWS:
That the City Council hereby approves the Site Plan as presented to the City Council subject to the
following conditions:

RE: Status Report on Sesquicentennial Time Capsule
The Sesquicentennial Time Capsule was buried on November 26, 2007 in the
north entrance to City Hall as part of the renovation of those steps.
Attached please find a listing of the Time Capsule contents. An accurate GPS
reading was not possible due to the overhanging portico so a schematic drawing
(attached) was done by the Engineering Department to pinpoint the location for
future retrieval.
The following procedures were done during the installation to protect the Time
Capsule and its contents:
1. Apre-formed receptacle was sunk into the base of the landing.
2. The receptacle was packed with styrofoam to provide some "give"
around the Time Capsule.
3. The Time Capsule was set vertically into the receptacle anal more
styrofoam packing was inserted around it. A flat sheet of styrofoam
(larger then the top of the capsule) was set on top.
4. Caulking was applied all along the upper edge of the receptacle and
the top piece of the receptacle was screwed on. The depressions for
the screws were also caulked.
5. A large sheet of rubber was laid over the receptacle and a piece of
plywood was laid on top.
6. A thin layer of concrete was applied to the entire surface of the landing.
7. Paver stones will be installed on the surface of the landing. One of
these pavers will be inscribed over the Sesquicentennial Time
Capsule.
It is the hope of the Sesquicentennial Committee that the Time Capsule will
remain in place until at least the Bicentennial (2057). If, at that time, the
Bicentennial Committee decides not to open the Time Capsule, that is their
decision. When the Time Capsule was sealed dessicant packets and oxygen
absorber packets were inserted in the capsule for long term (100+ years)
storage.

7. Pleasant Hill Library on the corner of Pleasant and Highway 55. Hastings was
not high on the list for a new building but a fire in the fall of 1993 destoyed the
library on Vermillion Street, along with most of the library collections. The new
library was dedicated on Sept. 11, 1994 and sits on 3 acres, hopefully allowing for
expansion in the future.
8. Parks and Recreation Department Maintenance Facility. Originally built as a
joint facility with the school district (this building is on 10t" street abutting up next to
the Middle School) this building houses the large equipment used in parks
maintenance plus a repair shop, offices and meeting areas.
9. Hastings High School on Sieben Drive (northwest of the Government Ctr.).
10. Habitat for Humanity houses being built on the 1300 block of North Frontage
Road.
11. This series of photos is of Vermillion Falls. The first photo shows the falls
probably in spring 2005 or 2006. The following four photos show the construction
of a retaining wall to protect the Con Agra plant. There was vocal opposition to
this project from local environmental groups because of the drastic change in
visual impact but after several delays construction started in fa112007.

Subject: Utility Line Clearance on City Property
The City Forester 8v I have met with a representative from Wright Tree Service
in regards to their request to trim trees on City property. They are contracted
by Xcel Energy Company to provide line clearance. This company has done
work for Xcel Energy for many years. Throughout the years, Xcel 8v Wright
have adhered to industry standards for quality and safety when doing tree
clearance work. They have well-trained professional staff. We have
communicated to them the City's expectations that these standards will carry
over on this project.
Clearance work on the transmission line which runs from downtown
Hastings through Lake Rebecca Park is the only City property involved_ We
met on site to review their plans. Permission has been given for this work to
begin. We will continue to monitor this project and ensure that restoration
efforts that we have in place are not compromised in any way.
Wright Tree Service is also going to be doing other power line clearance on
private property. Permission to do this will require the company to contact
individual property owners. In addition, we have communicated to Wright
that they need to be licensed with the City. Staff at City Hall has sent the
licensing packet to them and we expect they will be completing this shortly.
