DATE: November 29, 2007 SUBJECT: Proposed Adoption of Resolution Authorizing the Dakota Communications Center (DCC) Funding Support for Fire/EMS Records Management Description In preparation for the DCC, all fire agencies in Dakota County will be converting their current records management systems to a common electronic records platform. With this change over, the DCC is offering 50% funding to assist in the conversion costs associated for each city in Dakota County. Background Currently, the Hastings Fire Department is using a computer program called Firehouse® for records management. It was agreed upon by all fire agencies in Dakota County to contract with Image Trend Inc. to provide electronic records management, inspection reports and fire reports to all fire agencies in the county. The DCC supports this decision. Image Trend Inc., is located in Lakeville, Minnesota. They have a very good reputation in assisting agencies in operational needs. Currently, Image Trend Inc. provides patient care report service for all ambulance services in Dakota County, including the City of Hastings Ambulance Service. Requested Action• 1. Approve resolution authorizing Dakota Communications Center funding support for fire/EMS records management. FIRE SUPPRESSION - FIRE EDUCATION - FIRE PREVENTION - AMBULANCE SERVICE CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA RESOLUTION 12~ -07 WHEREAS, Dakota County and all Dakota County Cities with a population of more than 10,000 have agreed to participate in a county-wide Joint Dispatch Center, known as the Dakota Communications Center (DCC), which is govemed by a Joint Powers Agreement; and WHEREAS, after reviewing a study conducted by DCC user agencies, the Executive Committee and Board of Directors of the Dakota Communications Center formally adopted the Printrak Computer Aided Dispatch and Mobile Data software solution as provided by LOGIS, a consortium of local government technology users governed by a Joint Powers Agreement; and WHEREAS, the Dakota Communications Center recognizes the operational advantages of an integrated Dispatch and Fire/EMS records management system; and WHEREAS, a users group of DCC Fire/EMS agency members has determined that the Fire/EMS Records Management offered by ImageTrend® is best suited to meeting the records management needs of DCC Members; and WHEREAS, the Board of Directors of the DCC, in official action on July 19, 2007, voted to designate the ImageTrend®records management system as the single fire/EMS interface to the DCC; and WHEREAS, the Dakota Communications Center will pay 50% of the data conversion costs for the City of Hastings to convert their fire records management system to the ImageTrend®Fire/EMS records management system, if such intent is declared by the City of Hastings no later than December 31, 2007, with system implementation no later than December 31, 2008. NOW, THEREFORE, BE IT RESOLVED, that the City of Hastings will utilize the ImageTrend®Fire/EMS records management system as the records management system for the Fire Department's records management needs, and BE IT FURTHER RESOLVED, That the City Administrator inform the Dakota Communications Center of this decision to participate in the ImageTrend®Fire/EMS records management system.
