HomeMy WebLinkAbout20071203 - VI-03~'` ~.-~ MEMORANDUM TO: Honorable Mayor and City Councilmembers FROM: Dave Osberg, City Administrator DATE: November 29th, 2007 SUBJECT: Police Supervisor's Union Contract RECOMMENDED CITY COUNCIL ACTION It is recommended that the City Council take action approving the Police Supervisor's Union Contract for the years 2006, 2007 and 2008. BACKGROUND On Monday November 19, 2007 an Agreement was reached with the Police Supervisor's Union for contract years 2006, 2007 and 2008. The Police Supervisor's Union has voted to approve the Union Contract, with the following changes proposed: Wages January 1, 2006: 3.00% (Same as Non-union and other Union Contracts) January 1, 2007: 3.00% July 1, 2007: .50% (Both adjustments same as Non-Union and other Union Contracts) January 1, 2008: Increase Lieutenant's Rate by $200.00 per month Increase Sergeant's Rate by $100.00 per month And Increase of 3.00% Uniform Allowance Set at $700.00 per year effective January 1, 2008. No increase reflected in years 2006 and 2007. The uniform allowance rate, effective in the 2005 Union Contract, which is the contract currently in place, is set at $625.00. Retirement Health Insurance There is no substantive change in this provision of the Union Contract, as it simply substitutes the language from other Union Contracts into this Police Supervisor's Union Contract, and more accurately reflects the practice and intent of this provision, and to assure consistency among contracts and the Non-Union Policy. Training Schedule and Overtime This section has been changed to clarify certain confusion that existed within the Department on when overtime would be paid for training, and more accurately reflects the practice that is currently in place within the Department. Staff is pleased to be in a position to recommend approval of the Union Contract, as the next step would have likely been a prolonged arbitration session. This provides an opportunity for both the Union and the City to move on and assure that three years of the Union Contract are now behind us. Should the City Council accept the Staff recommendation, the Union Contract will be prepared for signature, and City Staff will begin the process of preparing the necessary back pay for the members of the Police Supervisor's Union.
