RESOLUTION NO.
RESOLUTION APPROVING PLANS AND AUTHORIZING ADVERTISEMENT FOR
BIDS FOR PROJECT ZOOS-~.
NORTH VERMILLION AREA IMPROVEMENTS
WHEREAS, via resolution adopted the 3`d day of March, 2008 the City Council has ordered the
construction of Projeet 2008-1, the North Vermillion Area Improvements, and
WHEREAS, the City Council has provided City Staff direction on the design features of said
project.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HASTINGS AS FOLLOWS; that
1. Plans and specifications for the North Vermillion Area Improvements prepared by the Hastings
City Engineer are hereby approved.
2. The City Engineer and City Clerk shall cause to be made a matter of record via this resolution the
decisions regarding design features made by the City Council at the March 3, 2008 Public
Hearing.
3. The City Engineer shall prepare and cause to be inserted in the Construction Bulletin, on the Quest,
Construction Data Network web site, and on the City of Hastings official web site an
advertisement for bids for the construction of the approved Project 2008-1, the North Vermillion
Area Improvements in accordance with such approved plans and specifications. The advertisement
shall be published for two weeks, shall specify the work to be done, shall state that bids will
opened at 12:00 Noon, Thursday, Aprii 3, 2008 at Hastings City Hall, and that no bids will
considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's
check, bid bond, or certified check payable to the City of Hastings for 5%of the amount of each
bid.
ADOPTED BY THE CITY COUNCIL OF HASTINGS, NIINNESOTA, THIS 3'~ DAY OF
MARCH, 2008.

Just some questions on the work this summer that will affect my house (NE corner of west 9th and Spring)
1. Road widening -please don't ,
there is plenty of room even at the busiest of times (football games at Todd Field) for cars on both sides and -
an emergency vehicle to get thru.
Widening the road would bring the curb uncomfortably close to my front door.
Both Spring and 9th Streets are proposed to be widened by approximately 1 foot on each side. Our
observations and experiences are that a 32 foot wide street provides the best accommodations for parallel
parking on both sides, with the ability for two way traffic to be maintained, and the maneuverability of
emergency vehicles to be improved. Although Spring Street in your area is at about 28 feet in width, we are
actually proposing to widen this area to 30 feet, and not 32, as Spring Street will be only 30 feet wide south of
Stn Street, and north of 8th Street. This is a very small increment of widening, but it provides as much
accommodation to the needs that I mentioned earlier as we can achieve. Ninth Street is currently 30 feet wide
and proposed to be widened to 32 feet through this area.
If you have continued concerns about this proposal, I encourage you to attend this evenings Public Hearing so
that you can make your position known to the City Council for their consideration.
2. I have two driveways, the one on West 9th - it's just fine as far as width and location are concerned.
The one on Spring -1 would like this widened to 30', this would make placement of the garage easier (I am
hoping for summer of 2010 at the latest -I'll work with the city on style and placement)
We can put your name and address on our list of driveway requests to follow up on during construction. Our
staff will work with you on location.

3. Water shut off valve (or whatever you calf it}- ft's in my driveway, it does not work and sits above
grade.
Can it be fixed (a new one put on}and it set lower into the ground. If this is not something you can do, 1'!1 have
to get a plumber to work with you guys.
Part of the project is #o replace the sewer and water services up to the location of the shut off valve. This would
be replaced during construction. 1've looked at photos of your situation, and it may be difficult to keep the cap
from rising above the ground surface over time as the gravel surtace gets worn down by vehicles and
weathering. -You may want to consider putting in a hard surface driveway eventually if you are concerned
about this issue.
4. Relative to the middle of the street right now, what height will the new West 9th be? (higher I hope
Our design calls for the centerline elevation of Spring Street to be a few inches {ower than it is right now, and
for the centerline of 9m Street to also be lowered slightly. I do need to point out that after it is reconstructed the
slope from the center of the road to the gutter of the curb will be less pronounced than what you have right now
and the curb back should match back in very well with the existing boulevard elevation.
5. Along Spring, there's a steep slope from my yard to the road - if Spring is widened, it will be worse -will the
city put a retaining wall up?
I've looked at the survey information that we have for this area, as well as photos of the sideyard along Spring
Street and do not feel that a retaining wall will be necessary, as there will still be enough boulevard space left to
develop a gradual transition into the new curb.
6. And last (thank goodness right?!} 1 have a chainlink fence along spring. I know it's close to the road....will
it be affected. If so, I need some notice so 1 can put up a temporary fence until I cane put a permanent one
up after the road is done.
1 don't anticipate there will be any need to manipulate the fence along Spring Street based on what the project
plans are for that area. If this changes, we will certainly contact you.

Hi Justin, you're the name I saw in the planning commission minutes, I want to email this to all planning
commission members, but there's no easy way. So, I'm asking you to do it - if not just let me know via return
email.
Oh, I'm Marge Neubauer 220 9th St W. I haven't been able to attend meeting due to health, will attend when all
subsides.
To planning commission
After watching the planning meeting last week I have a few things to say.
1. The 32' guideline -
It's just that, a guideline, and as such should be fluid and adaptable. I don't' see it as a viable with for the
streets in my area (west 9th and spring). Right now the street width is just fine, even in the busiest of times
(not more that 4 times per year) cars can park on both sides of the street and emergency vehicles can get thru
just fine.
Widening the street would just put the curb uncomfortably close the my door and devalue my property. Older
homes often have the curbs closer to the front door than homes in newer areas. This is a result of widening the
streets over time.
As planners for the city, you affect people in their homes, I realize you have to do much of the planning from the
middle of the street, but in neighborhood, especially historic ones, you must step up to the front doors of the
homes and consider the aesthetics from that point of view.
In a nutshell, widening west 9th would devalue my property, and if that's gonna happen, I don't think I should

pay for the devaluation.
2. And my nickel comment on the St. Johns situation.
Everyone, especially the church is in a hard spot. I think parking on the church side of Eddy would be the best
option for the city, the church and it's neighbors. It seems the church thought it has a hard promise from the
city, I agree it wasn't a legal promise, but is was an implied promise that was probably supported by
conversations that are not on record. I just seemed to me that in 1988, the city put off the issue, the church
being a good citizen did what they could to deal with it. Sure the parking on West side of eddy would take out a
few trees, but they would be replanted (could they be moved?}and the aesthetics would soon recover.
As for the speeding mentioned, it will continue with or without the parking., having a wider part of the road
would not increase the speeding (it's the straightness of the road, not the width that matters) but with the
parking the kids riding their bikes would have a place to go when avoiding a car. So it would increase the
safety for some church members and some kids.
If nothing is resolved at this time - it is imperative that the city, the church and the neighbors all work to find
parking for the church -and put it in writing as a concrete promise -not just implied. The church has been good
citizens and neighbors, it's time the city reciprocated.
Personally, I don't see pissing God off as a good thing -and that seems to be the case here.
3. Just a little peeve -the lighting. Please change the term `ornamental lighting' to `historical lighting',
ornamental just makes is seem so frivolous. Historical lighting is just using historical fixtures for the necessary
lighting. And I think that could be done over time, not all at once -basically when funds become available -and
have a plan for funding.
