SUBJECT: 2008 Non-Union Compensation Ranges
RECOMMENDED CITY COUNCIL ACTION
It is recommended that the City Council take action approving the attached 2008 Non-
Union Compensation Ranges.
BACKGROUND
At the City Council meeting on Monday December 17, 2007 two actions were taken as it
relates to the Non-Union Compensation ranges:
1.) Approval of a 3.00% wage adjustment for all non-union employees.
2.) Approval of the attached "Resolution of the City Council of the City of Hastings
Establishing Criteria for the Implementation of a Compensation Program for
Positions in the City of Hastings that Provides for a More Reasonable Comparison
to Those Cities in the Twin Cities Metropolitan Area with Similar Population
Ranges."
As you will note in the Resolution, there are four guidelines that were used to assist with
creating compensation ranges, that more accurately reflect the market in the Twin Cities
metropolitan area, and those include the following:
A.) Cities with populations ranging from 15,000-35,000 who report in the League of
Minnesota Cities salary survey;
B.) The average compensation for those Cities shall be used in determining the
market rate comparables.
C.) The compensation schedule program shall be implemented over a three year
period.
D.) Maintaining compliance with Pay Equity.
Staff has completed certain judgments on some positions that otherwise do not have a
minimal number of comparable cities, and reviewed closely each position to be certain
fairness and reasonableness are maintained with the non-union compensation ranges.
Please note that the non-union compensation ranges as attached, include as a minimum,
the 3.00% wage adjustment that was granted by the City Council at the meeting on
December 17, 2007. In addition, there may be a few positions, who received the full
market rate adjustment in this first year of the program, if the proposed adjustment was
under the $1,000 threshold, and thus Staff suggested the amount was small enough to
warrant inclusion in the first year, rather than splitting into three years of the entire
program.
Upon approval of the non-union compensation schedule, it would be the intent of Staff to
conduct a comparison each year to determine the appropriate level of adjustment
warranted, to assure timely and accurate implementation of the program, as outlined in
the Resolution adopted by the City Council at the meeting on December 17, 2007.
Should there be some errors, miscalculations or other judgments made that warrant
further attention, we will consider those as part of the program in 2009 or 2010. Many of
the Staff have indicated a strong appreciation to the City Council for implementation this
program, and while there has not always been agreement on the various stages of its
discussion at various levels, the general consensus is support and appreciation for its
implementation.
