Re: Lea Street Parking Restrictions
Enclosed for Council approval is a resolution that would restrict parking on Lea
Street in the area of the Metropolitan Council Environmental Services wastewater
treatment plant driveway between the hours of 8:00 AM to 4:00 PM, Monday through
Friday.
I have enclosed a copy of a request from the wastewater treatment plant manager
explaining the need to utilize the parking area around the Lea Street entrance to allow
delivery trucks to swing wide to fit through the gated driveway access.

Resolution Restricting Parking on Lea Street
Between 1St and 2"d Streets
WHEREAS, in order to facilitate truck deliveries to the Metropolitan Council
Environmental Services Wastewater Treatment Plant's Lea Street entrance, the treatment
plant manager has requested that parking be restricted in the vicinity of the Lea Street
entrance during regular business hours;
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF TIIE
CITY OF HASTINGS AS FOLLOWS;
City stail'is hereby directed to place signage restricting parking on Lea Street between 1St
and 2°d Streets from 8:00 AM to 4:00 PM, Monday through Friday at the following
locations:
^ on the east side of Lea Street, from the alley to 50 feet south
^ on the west side of Lea Street, from the treatment plant driveway to 50 feet south
ADOPTED BY THE CITY COUNCIL OF HASTINGS, MINNESOTA, THIS 22°d

Dear Nck,
This fall center islands were installed on 2~ Street, in the vicinity of the RR tracks and the
wastewater treatrnent plant. The eastern most island prohibits vehicles from entering the south
gate to the treatment plant, while heading east on 2"~ Street. Vehicles now have to enter the plant
from our eastern gate on Lea Street. W}rile this is only a minor inconvenience for most vehicles,
it has become a hardship for semi trailer rigs. A problem arises when cars are parked on Lea
Street in the vicinity of the east gate. The semis are unable to swing wide enough to make it
through the gate when a car is in the way.
We request that the City consider posting this short section of Lea Street, between 1~ and 2°d
Streets as "No Parking". The hours requested would be 8:00 am to 4:00 pm, Monday -Friday,
except holidays.
