Schutt, Fire and EMS Director Date: January 16, 2008 Subject: Hiring Paid-On-Call Firefighters Description• Staff is requesting authorization to hire up to eight Paid-On-Call Firefighters. Background: Presently, the City of Hastings Fire Department has 37 paid-on-call Firefighter/EMT's. Of these 37 firefighters, one firefighter is currently serving a second tour in Iraq and another is on a non-work related medical leave. Of the remaining 35 paid-on-call firefighters, 12 of them have eighteen or more years of service to our organization. At twenty years of service, they are eligible to retire. In the past year, 3 paid-on-call firefighters have retired or resigned. Over the last ten years, the fire department has seen a progressive increase in the amount of emergency responses. The average paid-on-call firefighter provides over 400 hours of actual working time for the City of Hastings. This does not include their availability hours. National statistics show that the average paid-on-call firefighter can provide between 300 and 350 hours of activity per year before they show signs of `burn-out.' Included in the 2008 budget was funding to cover associated training and personal protective equipment for the hiring of paid-on-call firefighters.
