Subject: Hastings Civic Arena -Floor Replacement Project
As per the enclosed letter from Stevens Engineering, the City of Hastings held a public bid opening bid to replace the
existing floor refrigeration system in the east rink. This project is to replace the current mat refrigeration system. I have
enclosed the proposed estimates from Stevens Engineering dated December 20, 2007 for your review and also a summary
of the bid proposals from 2/7/08.
The letter from Stevens Engineering outlines the five companies that bid on this project, the three alternate bids, and the
total cost of the project
Alternate #1 f-510.500 of base bid price
The City maintenance staff will remove the existing dasher boards and glass and the contractor is responsible to replace
the dasher boards and glass when the project is complete. This will decreases the base bid price by $10,500. I am
recommending to council to accept this alternate bid
Alternate #2 (+$7.000 to base bid urice)
t:,~urently, we have 20 horsepower motors to supply high pressure fluid movement through our piping due to the current
floor mat system, The replacement motors will be % the horsepower as our existing motors and therefore operate much
more efficiently and effectively. I am recommending to the council to accept this alternate bid.
Alternate #3 t+$12500 to base bid urice)
The concrete seater is a similar product to the product currently on the west rink floor. Oar Civic Arena staff has done
very little touch up to the sealer since the west rink was installed. I am recommending to the City Council to accept
Alternate #3.
The total requested from the City Council for this project is $432,975 which includes all alternate bids, a S% contingency,
and engineering costs. The Hastings School District, through the Joint Powers Agreement, has committed to reimburse the
City for 30% of this project. The 30% reimbursement from the Hastings School District will be $129,892.50.
The price does not include the replacement artificial turf. I am seeking approval to enter into an agreement with the lowest
bidder, Rink Tech Intenaational, to replace and install a new refrigerated floor in the east rink.

Dear Mr. Bernstein:
On Thursday, February 7, 2008 bids were opened for the Ice Rink Floor Replacement Project at the
Civic Arena. 'The attached bid tabulation lists the bids received from all five bidders. The engineer's
estimate is also included based on the December 20, 2007 memo to the City. The engineer's estimate
was prepared prior to opening the bids.
The alternate bids for this project are:
Alternate Bid No. I -Removal of dasher boards by the City. Re-installation by Contractor.
Alternate Bid No. 2 - Replace three (3}existing motors with new efficient I O HP motors.
Alternate Bid No. 3 -Furnish and install a concrete rink sealer on the surface of the rink floor.
There was a great deaf of interest on this project even though there were only five bids submitted.
The spread between. the three lowest bids on the base bid indicate that this project was bid
competitively. The bids are higher than expected most likely due to the continuing rapid increase of
materials such as concrete and steel.
We have reviewed the lowest bid submitted by Rink Tec international and find no irregularities that
would cause us to be concerned with the bid. We recommend awarding the contract with Alternates
1 through 3 because of the favorable pricing fox those alternates. A summary of the total project
costs (not including financing and City adrninistr~ation) is providrd below:

As a reminder and as with all construction projects, we recommend you include a S%
contingency in the project budget in addition to the construction cost for any changes or
unforeseen sight conditions that may arise during construction
The award should be based on the condition that the Contractor will execute the contract
documents and return them to Stevens within Been (15) days in conformance with the bidding
documents.
