DETERMINATION OF QUORUM Recognition Hastings Police Officers Amber Wiech and Mark Kreun and Dakota County Deputy Sheriff Tim Samuelson Wiech, Kreun, and Samuelson were each presented with a plaque in recognition of their actions at the February 17 fire at the Valley Manor apartment complex V. APPROVAL OF MINUTES Approve Minutes of the Regular Meeting on February 17, 2009 Minutes approved as presented V. COUNCIL ITEMS TO BE CONSIDERED VI. CONSENT AGENDA The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Request to Remove No Parking Signs on Tyler Street between 10 and 11 Streets Montgomery introduced the item; discussion on sign accuracy and appearance. Action to remove the parking restrictions from the west side of Tyler Street Alongi, Slavik Approved as presented; 6-0 2. Set Proposed Assessment Rate for Industrial Park Improvements Montgomery introduced the item; the neighborhood meeting will be held on March 12 Slavik, Schultz Proposed rates approved as presented; 6-0 B. Planning C. Administration 1. Dakota Communications Center Informational Presentation DCC Executive Director Kent Therkelsen presented an overview of the DCC 2. MnDOT Highway 61 Bridge Project Presentation Steve Kordoski, project manager provided information on the project to date, and information that will be available at the Tuesday, March 3 open house Discussion on project timeline, visual aspects, pedestrian/bike access 3. Resolution 03-02-09—Veteran’s Park Athletic Complex Baseball Facility Fundraising Project Osberg introduced the item Elling Schultz, Slavik Concept was approved as presented; 5-0 (Councilmember Balsanek stepped out momentarily) 4. Senior Center Project Osberg introduced the item Alongi, Elling Schultz Concept was approved as presented; 6-0 5. NEW BUSINESS: XII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS: ? Levee Park Task Force will meet Thursday, March 5 at 7:00 a.m. at City Hall ? Eastern Transportation Alliance and Red Rock Corridor groups have been meeting to work towards high speed rail and the federal stimulus package ? Highway 61 Bridge Open House will be Tuesday, March 3 from 3:00 – 6:00 p.m. at City Hall. Presentations will be at 3:30, 4:30 and 5:30 p.m. ? The Operations Committee will meet on Monday, March 9 at 7:30 a.m. at the Public Works Building to discuss the Industrial Park Improvement Project ? Industrial Park Improvement Project Neighborhood meeting will be on Thursday, March 12 from 1:00 – 4:00 p.m. XIII.
