HomeMy WebLinkAbout20080407 - VI-12VI-12 MEMORANDUM TO: Honorable Mayor and City Councilmembers FROM: Dave Osberg, City Administrator DATE: Apri13, 2008 SUBJECT: Approval of 2008 49er's Union Contract RECOMMENDED CITY COUNCIL ACTION Staff recommends the City Council take action approving the 2008 49'ers Union Contract, representing City employees in the Parks Maintenance, Public Works Maintenance, TRAC, Engineering and Facilities Maintenance Department. BACKGROUND Staff recently reach a tentative settlement with the 49er's Union, and received notice that its membership had approved the contract, which includes the following provisions that will be incorporated in the one year agreement effective January 1, 2008 a.) One year agreement b.) 3.00% adjustment for all positions effective January 1, 2008. c.) Market adjustments, based on the previous resolution adopted by the City Council in December 2007 d.) Providing 100% City contribution for those enrolled in single health insurance, provided that all union members enroll in the plan, and cannot opt-out. This provision will be effective December 31, 2008, and corresponds with a similar provision currently available to non-union members. e.) Renewal of two memorandum's of understanding relating to commercial driver's licenses, and alternate work weeks. f.) One wage for TRAC drivers, regardless of whether they are considered full time or part time, with this provision effective December 31, 2008. g.) Change several provisions in the article the governs the transfer/promotion of membership, more specifically allowing the City to consider past discipline and performance of an employee, and also requiring the posting of internal job vacancies for a period of five days, to allow members to be considered for the vacancy h.) No seasonal employees will be hired while any bargaining unit members are in layoff status. The 3.00% wage adjustment and the market rate adjustments are consistent with the Police Supervisor's settlement and the non-union wage adjustments granted with the effective date of January 1, 2008. In addition, the 3.00% wage adjustment and market adjustments have also been offered to the Patrol Office's Union and the Firefighter's Union, with no fmal confirmation of settlement~yAfn the Union leadership, as of this date.
