HomeMy WebLinkAbout20080407 - VI-07VI-7 MEMO To: Honorable Mayor and City Council From: Tom Montgomery Date: April 1, 2008 Re: Downtown Business Association's Flower Basket Request Council is requested to approve the enclosed request from the Downtown Business Association to hang 25 flower baskets from the decorative street lights around the Downtown. Council adopted the enclosed policy on hanging decorations from City street light poles in 1996. The Downtown Business Association was forwarded a copy of the policy prior to submitting their flower basket proposal. As per the policy, the Public Works Department will install the baskets, brackets and watering system which will all be supplied by the Downtown Business Association. The Downtown Business Association will be responsible for watering and maintaining the flower baskets. As per the policy, if the flowers are dead or unsightly, the Public Works Department will remove the baskets, after first notifying the Downtown Business Association. .~, .•- crrY oe ruuss T Hastings Downtown Business Association Q P.O. We have a plan to start with 25 hanging baskets in 2008 to see how it will turn out. The association will pay for the baskets to be planted and to have the brackets and a drip watering system made. The City would have to install the brackets to the poles. The flowers baskets would be ready by Memorial Day. I am enclosing a picture with the basket and the water system. Only authorized City of Hastings employees are permitted to hang, decorate, or install banners, flower baskets, decorations, or any other objects on City owned street light poles. 2. Any proposal to decorate or hang objects from City owned street light poles must be submitted by an association or an organized group of property owners with an appointed representative to serve as a liaison with the City. Proposals are to be submitted to the Public Works Director for review, and may also be reviewed by the Heritage Preservation Committee and any other appropriate City committee, commission, or board. Their recommendations will be forwazded to the City Council with the decoration request. All decoration requests must be approved by the Hastings City Council. 3. Proposals to decorate or hang objects from City owned street light poles will be considered on a area wide basis only. No individual pole decoration will be approved. 4. Associations or organizations requesting street light pole decoration must furnish all the materials and supplies needed for installation. The sponsoring association or organization must also furnish replacements for damaged or worn decorations. S. The City will remove decorations that it deternunes are damaged or worn, or have not been approved by the City Council.
