Subject: Overnight Usage of C.P. Adams Park
Background Information:
I received a picnic request from a resident, Thomas Schaefer, who is associated with the Alano Society (AA &
Al-Anon Family Group.) The group is using C.P. Adams Park to have a picnic and pig roast. I have enclosed a
copy of the park reservation form from this group.
The issue is that they would like to remain in the park overnight to watch the pig, as it roasts all night. City
ordinance 9.84 Subd. 2 Park Curfew states "It is unlawful for unauthorized persons to enter or remain in parks
between the hours of 10:00 PM and 6:00 AM.
This group has held the pig roast at C.P. Adams in years past and council has waived the park curfew ordinance
for them. We are seeking approval to waive the park curfew ordinance for their event again this year.

General Guidelines for Facility Reservations
• Applicants who live or work in Hastings will receive priority reservations.
• Liquor, wine, intoxicating and non-intoxicating malt liquor cannot be consumed or possessed in city parks
between the hours of 6:00 p.m. and 8:00 a.m. with the exception of Vets Park where only non-intoxicating malt
liquor can be consumed or possessed and then only between the hours of 8:00 a.m. and 10:00 p_m.
• Parking is allowed in parking lots only. No unauthorized vehicles are permitted to be on grass, sidewalks, trails,
fields, etc.
• Park dosing time is 10:00 PM (10:30 PM at Vets Park)

emergencies {651-480-2300).
• The City of Hastings reserves the right to deny or revoke a permit for non-compliance or if it is believed to be in
the best interest of City facilities or park users.
• All waste paper and other rubbish must be deposited in the appropriate receptacles.
• IVo group may set up a tent or other temporary shelter without authorization from the Parks and Recreation
Department.
• Rentals for equipment and facilities are subject to applicable Minnesota State safes Tax.
• Proof of insurance in the minimum,amount of $ must be provided.
• Effective June 1, 2007, a Tobacco-Free policy has been approved in all city-owned or operated parks or outdoor
recreational facilities. Users shall refrain from using any tobacxo product in any city-0wned or operated park or
outdoor recreational facility.
Shelter Rules
• Rental of an open air shelter does not include exclusive use of the park facllities.
• Renters may not display anything on park property without authorization from the Parks and Recreation Director.
• The City of Hastings will provide additional picnic tables at an additional cost of $10 per table plus sales tax.
• Do not discard any hot charcoal in garbage receptacles.
• You must have this permit with you as proof of your reservation.
•. Most shelters have eledrici#y ava~able. Please contact the Parks and Recreation Department prior to your event
if electricity is needed.
• ff you reserve Wallin Park shelter, a walk through with a Parks and Recreation employee prior io your event is
required. Please contact Kevin Smith at 480-6178 to schedule your walk thr~gh.
