City Project 2008-2, Downtown Street & Watemain Improvements
Council received the feasibility report for the proposed 2008 Downtown Street & Watermain
Improvements project at the April 21 st Council meeting. The public hearing for this project has been
scheduled for the May 5th Council meeting.
The proposed Downtown Street & Watermain Improvements project is a City initiated project that will
require the votes of six Council members to approve the project.
PROPOSED IMPROVEMENTS & DESIGN FEATURE ISSUES
The proposed Downtown Street & Watennain Improvements project involves reconstruction of
streets and utilities on Ramsey Street north of 2nd Street, on Tyler Street north of 2nd Street to 1st
Street, and on 1 st Street :from Tyler Street east to Lea Street, a trunk watermain construction between
the TH 61 right-of-way and Lea Street through Levy Park, new street lighting on Ramsey and Tyler
Streets north of 2nd Street, and bituminous trail construction between the intersection of Tyler and 1st
Streets south to the intersection of 3rd and Bailly Streets and also on the Ramsey Street right-of-way
from Yz block north of 2nd Street into Levy Park. Modifications to the street design in the area of the
2nd Street railroad crossing and the replacement of the vehicle turnaround island on 2nd Street near
Tyler Street is also included.

= NEW TRAIL CONNECTIONS
_ STREET & UTIUlY RECONSTRUCTION
> STREET RECONSTRUCTION - Some street segments in the project area are substantially
deteriorated, causing drainage deficiencies, excessive upkeep effort, and poor drivability. Tyler
and Ramsey Streets would be reconstructed with a concrete surface to tie into the pavement
design present on ~d Street and to the south. First Street between Tyler Street and Lea Street
would receive a bituminous surface over the area disturbed by the trunk watermain construction.
Concrete curb and gutter would be replaced in areas of street reconstruction.
>> WATER MAIN - The City's long term goal is to build a backbone watennain system along the
eastern side of Highway 61, eventually creating a looping connection that will provide
redundancy in event of service disrupting events. as well as to increase flow capacity and fire
fighting capabilities, particularly to properties east of the railroad tracks. The first step in
augmenting the system is to install part of the trunk main through Levy Park over to the
intersections of 1 st and Lea Streets. Along the way, this part of the main will be connected to
existing lines at both Ramsey and Tyler Streets, along with the parts of the system that were
installed last fall beneath the area of the Quiet Zone improvements at 2nd and Bailly Streets. It
was originally intended that this main would be connected to an existing trunk mainline on 2nd
Street just west of the TH 61 Bridge, however, with the accelerated schedule of the bridge's
replacement, stafIis recommending on holding offwith this installation so that it can be
coordinated with the bridge replacement project
> SANITARY SEWER - A portion of the sanitary sewer system for this area, particularly along Tyler
Street, is in substandard condition and not functioning as effectively as it will be expected to at
such time that the parcels it serves become redeveloped. Staff is recommending that this stretch
of the system be replaced as part of the project.
> STORM SEWER - Like the sanitary sewer system, some of the storm sewer system for this area is
also in substandard condition and not functioning as effectively as it should be. Replacements of
existing storm sewer facilities on both Tyler and Ramsey streets are being recommended by staff
and have been included with the project proposal.
> TRAIL CONNECTIONS - Another long term plan that the City has is to carry an off-street trail
connection from the downtown area south to lOth Street and beyond. One of the first segments in
the development of this trail cotridor has been included in the project proposal. The segment that
would be installed connects to the Levy Park trail at the intersection of Tyler and 1 st Streets,
parallels the alignment of the railroad tracks along the eastern side of Block I, briefly turns west
along 2nd Street and crosses mid-block on 2nd Street between Tyler Street and the railroad tracks.
From this point, the trail continues south through the center of Block 16 and eventually connects
to 3rd Street. Pedestrian and bicyclists will be provided with crossing indicator signage, as well
as a refuge area in the center of 2nd Street via the extension of the median island. The concrete
pavement through the crossing also will be changed such that it is colored to indicate the
crossing's presence.

~ ORNAMENTAL STREET LIGHTING - Also featured in the project proposal is the installation of
ornamental street lighting along both Tyler and Ramsey Streets, as well as along the trail
connection that stretches from the intersection of Tyler and 1st Streets and south alongside the
eastern side of Block 1. The light pole design is consistent with other ornamental light fixtures
featured in the downtown area, with a single lighting element atop each pole.
SUMMARY OF OTHER ISSUES AND COMMENTS
There were four attendees of the neighborhood meeting. Comments from the meeting, as
well as City staff responses to the questions and concerns, are included.
COUNCIL ACTION REQUESl'ED
Council is requested to adopt the enclosed resolution ordering the improvements, and the
enclosed resolution approving the plans for the project and authorizing the advertisement for
bids.

RESOLUTION ORDERING mE IMPROVEMENTS FOR
PROJECT No. 2008-2
DOWNTOWN STREET & W ATERMAIN IMPROVEMENTS
WHEREAS, a resolution of the City Council adopted the 21st day of April, 2008, fixed a
date for a Council hearing on the proposed Downtown Street & Watermain Improvements
project, which includes reconstruction of streets and utilities on Ramsey Street north of 2nd
Street, on Tyler Street north of 2nd Street to 1st Street, and on 1st Street from Tyler Street
east to Lea Street, Trunk Watermain construction between the TH 61 right-of-way and Lea
Street, new street lighting on Ramsey and Tyler Streets north of 2nd Street, and bituminous
trail construction between the intersection of Tyler and 1st Streets south to the intersection
of 3rd and Bailly Streets, and
WHEREAS, ten days mailed notice and two weeks published notice of the hearing was given,
and the hearing was held thereon on the 5th day of May, 2008, at which all persons desiring to be
heard were given an opportunity to be heard thereon,
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HASTINGS AS FOLLOWS; that
1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility
report.
2. Such improvement is hereby ordered as proposed in the feasibility report dated April, 21
2008.
ADOPTED BY THE CITY COUNCIL OF HASTINGS, MINNESOTA, THIS 5th DAY OF
MAY, 2008.

RESOLUTION APPROVING PLANS AND AUTHORIZING ADVERTISEMENT FOR
BIDS FOR PROJECT No. 2008-2
DOWNTOWN STREET & W ATERMAIN IMPROVEMENTS
WHEREAS, via resolution adopted the 5th day of May, 2008 the City Council has ordered the
construction of Project 2008-2, the Downtown Street & Watermain Improvements, and
WHEREAS, the City Council has provided City Staff direction on the design features of said
project.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HASTINGS AS FOLLOWS; that
1. Plans and specifications for the Downtown Street & Watermain Improvements prepared
by the Hastings City Engineer are hereby approved.
2. The City Engineer shall prepare and cause to be inserted in the Construction Bulletin, on
the Quest Construction Data Network web site, and on the City of Hastings official web
site an advertisement for bids for the construction of the approved Project 2008-2, the
Downtown Street & Watermain Improvements in accordance with such approved plans
and specifications. The advertisement shall be published for two weeks, shall specify the
work to be done, shall state that bids will opened at 12:00 Noon, Thursday, June 5, 2008 at
Hastings City Hall, and that no bids will considered unless sealed and filed with the Clerk
and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable
to the City of Hastings for 5%ofthe amount of each bid.
ADOPTED BY THE CITY COUNCIL OF HASTINGS, MINNESOTA, THIS 5th DAY OF
MAY, 2008.
