HomeMy WebLinkAbout20080602 - VIII-B-1Memo `~II_B_1 To: Mayor Hicks and City Council From: Justin Fortney, Associate Planner Date: June 6, 2008 Subject: Site Pian -Cingular/ AT&T cellular equipment building - #2008-14 -1800 W 4th St (Water tower adjacent to the high school) REQUEST Cingular Wireless/ AT&T is proposing to lease space at the City's water tower for additional cellular antennas. They must obtain site plan approval to place a structure on site that would house the equipment that operates in conjunction with the antenna. RECOMMENDATION At the May 27, 2008, Planning Commission Meeting, the Planning Commission voted 5-0 to recommend approval of the request subject to the conditions of the attached resolution. ATTATCHMENTS • Resolution • Location Map • Aerial Photograph • Photograph • elevations • Site Plan BACKGROUND INFORMATION The applicant is also in the process of securing a lease with the City to install the antenna on the water tower and place the building on the site. That process is running separate from the site plan. Comprehensive Plan Classification The 2020 Comprehensive Plan designates the property as P, Public. Water towers with antenna would be an appropriate use of the land. Zoning Classification The subject property is zoned A, Agriculture. Shopping C-Commercial West High School Tennis courts R-3 PRD Future Growth Existing Condition The existing water tower was built in about 1989. There is an existing structure on the site that houses equipment for another wireless carrier. Proposed Improvements The proposed structure is 11.5 feet by 20 feet and 230 Sq Ft. It is 10 feet tall and will be surrounded by gravel and a chain link fence that is 6 feet tall with 3 strands of barbed wire. The area to be fenced is twice as large an area as is being leased, to allow for the inclusion of another carrier at a future date. This is a request of the Public Works Department to keep the area looking as though it is all integrated rather than having multiple sections. SITE PLAN REVIEW Proposed Building Setbacks Zoning setbacks are acceptable Pro osed Re aired North- 80 feet 20 feet East- 200 feet 10 feet South-200 feet 20 feet West- 95 feet 10 feet The following setbacks are proposed: Vehicular Access and Circulation Access to the area will not be changed. Access to the lease area will be through the existing entrance. Pedestrian Access and Circulation Pedestrian access and circulation is not affected. Parking Parking is not required. There is ample room for service vehicles. Parking Lot The existing gravel area will be extended to the north for this proposal. Landscaping The ordinance requires that ground mounted equipment must be screened from view by suitable vegetation. The applicants note that landscaping wilt be coordinated with the City. Some existing evergreens will be relocated. The new perimeter must be lined with similar evergreens that presently exist. Architectural Elevations The building elevations include a composite commonly used on structures of this type. of pebbles and cement. The proposal is _ Grading, Drainage, Erosion Control, and Utility Plan The engineering department wishes to see how the ground will be sloped to avoid the creation of drainage problems- HASTINGS CITY COUNCIL RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR CONSTRUCTION OF A UTILITY BUILDING AT 1800 W 4`h STREET ON LOT 2, BLOCK 1, HASTINGS HIGH SCHOOL ADDITION Council member moved its adoption: introduced the following Resolution and WHEREAS, AT&T has petitioned for site plan approval to construct a 11.5' x 20' (230 square feet) garage located at 1800 W 4`h Street, legally described as Lot 2, Block 1, HASTINGS HIGH SCHOOL ADDITION, Dakota County, Minnesota; and WHEREAS, on May 27, 2008, the Site Plan was reviewed by the Planning Commission of the City of Hastings, as required by state law, city charter and city ordinance; and WHEREAS the Planning Commission recommended approval of the request to the City Council subject to the conditions contained herein; and WHEREAS The City Council has reviewed the request and concurs with the recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented to the City Council subject to the following conditions: 1) 2) 3) 4) 5) Conformance with the City Council Staff Report and plans dated June 2, 2008. Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, the approval is null and void. All disturbed areas on this property shall be stabilized with rooting vegetative cover, gravel, asphalt, or cement to eliminate erosion problems. All exterior lighting is required to be shielded down and away from adjacent properties and right-of-ways. Any uncompleted site work (including required landscaping) must be escrowed prior to issuance of a certificate of occupancy. 6) Submission of an electronic copy of all plan sets (TIF, PDF, or similar format) prior to submittal of a building permit. 7) A grading diagram must be submitted and approved by the Engineering Department.
