The property is 9.'15 acres in size. RECOMMENDATION At the June 9, 2008, Planning Commission Meeting, the Planning Commission voted 6-0 to recommend approval of the request subject to the conditions of the attached resolution. ATTATCHMENTS Resolution Location Map Memo from Tom Montgomery, Public Works Director BACKGROUND INFORMATION In July 2007, the City of Hastings was given Site Plan Approval to expand the Cal Ruedy Public Works Facility. As part of this expansion, the existing fenced outside storage area on the east side of the Public Works Facility will be removed and the existing yard areas will be gated. The proposed lean-to addition would be constructed on the south side of an existing pole barn, which will allow Public Works to move the materials currently stored in the outside fenced area into the weather protected lean-to storage and out of view from both Progress Drive and 10th Street. Comprehensive Plan Classification The 2020 Comprehensive Plan designates the property as P, Public. The proposed use is consistent with the plan. Zoning Classification The subject property is zoned I-1, Industrial Park. The nature of the building and the equipment stored at the site are consistent with the allowed uses within the I-1 .District. P-I -Public Institution P- Public Existing Condition The existing pole barn is 20' wide and 50' long. It is approximately thirty years old. Proposed Improvements The 16' wide and 64' feet long lean-to addition would be added to the south face of the existing pole barn. The lean-to addition would extend 20 feet past the end of the existing pole barn, in part to allow continued access to the pole barn from the existing personnel door at the southwest corner of the building. SITE PLAN REVIEW Proposed Building Setbacks Zoning Setbacks are acceptable. Setbacks in the Industrial District are not specified. Proposed setbacks are similar to other setbacks in the area. Vehicular Access and Circulation Access to the area will not be affected and thus is acceptable. Pedestrian Access and Circulation Pedestrian access and circulation is acceptable. Parking Parking will not be affected and thus is acceptable. Architectural Elevations Industrial and warehouse buildings are required to have the front facades composed of at least 75 percent of Class 1 or Class 2 materials, with Class 1 materials comprising at least 25 percent of the total facade. Side and rear facades visible from public right(s)-of-way, parks, public view from adjacent properties, or residential uses or district must be composed of at least 25 percent of Class 1 of Class 2 materials. Side and rear facades not visible from public right(s)-of--way, parks, public view from adjacent properties, or residential uses or district may use any combination of Class 1, 2, or 3 materials. The primary exterior materials will be a me#al siding similar to the existing siding, but the color wiA match the new color of the PubiicWorks Facility building. The City has previously accepted siding in lieu of Class 1 and 2 materials for accessory storage buildings that are not visually prominent. Grading, Drainage, Erosion Con#rol, and Utility Plan The City's consultant engineer has reviewed the Grading, Drainage, Erosion Control, and Utility Plans. Approval of the Site Plan is subject to approval of the Grading, Drainage, Erosion Control and Utility Plans by the Public Works Director. HASTINGS CITY COUNCIL RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR AN ADDITION TO A STORAGE BUILDING AT 1225 PROGRESS DRIVE ON LOT 2, BLOCK 1, PROFILE ADDITION Council member moved its adoption: introduced the following Resolution and WHEREAS, The City of Hastings has petitioned for site plan approval to construct a 16' x 64' foot long lean-to addition to a pole barn located at 1225 Progress Drive, legally described as Lot 2, Block 1, PROFILE ADDITION, Dakota County, Minnesota; and WHEREAS, on June 9, 2008, the Site Plan was reviewed by the Planning Commission of the City of Hastings, as required by state law, city charter and city ordinance; and WHEREAS the Planning Commission recommended approval of the request to the City Council subject to the conditions contained herein; and WHEREAS The City Council has reviewed the request and concurs with the recommendation of the Planning Conunission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented to the City Council subject to the following conditions: 1) Conformance wi#h the Planning Commission Staff Report and plans dated June 17, 2008. 2) Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, the approval is null and void. 3) Final approval of the grading, drainage and utility plans by the Public Works Director, and reimbursement for any fees incurred in review of the development. The owner assumes all risks associated with the grading and utility placement prior to formal approvals. 4) Any uncompleted site work (including landscaping) must be escrowed for prior to issuance of a certificate of occupancy. 5) Submission of an electronic copy of ali plan sets (TIF, PDF, or similar format) prior to submittal of a building permit. The 16'w x 64'1 proposed lean-to addition would be added to the south face of the existing 30 year old 20'w x 50'1 pole barn. The lean-to addition would extend 20 feet past the east end of the existing pole barn, in part to allow continued access to the pole barn from the existing personnel door at the southwest comer of the building. As part of the site improvements that will be constructed as part of the Cal Ruedy Public Works Facility office addition, the existing fenced outside storage area on the east side of the Public Works Facility will be removed and the existing yard areas will be gated. The proposed lean-to addition to be constructed on the south side of the existing pole barn will allow Public Works to move the materials currently stored in the outside fenced area in the weather protected lean-to storage and out of view from both Progress Drive and 10`t' Street.
