and Tourism Bureau.

Dear Ms. Jacobs,
Please accept my application for an appointment to the Hastings Bridge Coalition, which was
recently posted in the Hastings Star Gazette newspaper. I possess a unique combination of
government, legal, and business experience that I think would be helpful to the coalition.
Presently, I work as the Assistant District Administrator for the First Judicial District, which has
36 judges and more than 250 staff handling nearly 200,000 cases annually in the counties of
Carver, Dakota, Goodhue, Le Sueur, McLeod, Scott, and Sibley. The Dakota County Judicial
Center in Hastings is the largest courthouse in the district and will certainly be impacted by the
planned Hastings Bridge replacement. In the past four months, I worked extensively on various
tasks associated with the current bridge maintenance and repair project, given its impact on our
court employees and the public we serve. I partnered with Matt Mendenhall from Dakota
County as we coordinated efforts to survey our respective employee groups on their interest in a
shuttle service. I also communicated on a regular basis with our judges and court staff in the
Hastings and Red Wing courthouses about the project timelines, decisions, and impacts.
I previously worked for the League of Minnesota Cities where I obtained a wealth of knowledge
and exposure to many of the issues that arise in the area of municipal operations. As a research
assistant, I responded to 10-20 inquiries daily from city attorneys, local officials, and citizens on
abroad range of topics. Other tasks included attending annual conferences and city attorney
updates, collecting materials on municipal topics, and providing support to League staff.
Thereafter, I was promoted to research analyst because of my experience and knowledge with
local government topics. Through these positions I developed effective working relationships
with various individuals throughout the state who work in local government.
Asa 9 year resident of Hastings, I am personally committed to ensuring that the bridge
replacement is done as effectively and efficiently as possible, thereby minimizing the negative
impacts that may occur to our citizens and local businesses. I have stayed on top of the bridge
project since its inception given its impact to my employer and also my personal interest.
I hope the information provided reflects my genuine interest in serving as a member on the
coalition. I can certainly be available for the posted meeting schedule. Please do not hesitate to

Professional Assistant District Administrator, March 2001 -Present
Experience First Judicial District, State of Minnesota, Hastings, MN
Highly responsible leadership position providing administrative and management support
to 36 judges and the judicial district administrator. Oversee the major functional areas of
information technology, facilities, guardians ad litem, communications, and jury
management. Direct court administration activities in Carver, Dakota, Goodhue,
Le Sueur, McLeod, Scott and Sibley counties. Supervise four court administrators, aswell
as judicial district administrative and technical services staff. Responsible for all aspects
of personnel management in a manner that is conducive to high morale and productivity.

Managed technology initiatives for various business areas at Target Financial Services.
Worked directly with Target Technology Services and client teams to develop effective
project proposals, design, usability and controls. Responsible for prioritizing, testing and
analyzing support and development issues, as well as ongoing project status reports.
Ensured strong client service and satisfaction by meeting the needs and requests of
internal and external clients in a complete and timely manner. Proactively tracked

Additional responsibilities included compliance issues, data encryption, and overseeing

Assisted with the overall design, development, implementation and evaluation of the
continuing education curriculum for over 650 judicial and non judicial court personnel.
Worked directly with judges, managers and supervisors to assess needs, recommend
training goals and priorities, and direct the development and delivery of appropriate
training. Responsibilities included coordination of classroom and computer-based
training, preparing materials, scheduling, researching and contracting with trainers, as well
as coordinating access to state and county training and development. Miscellaneous tasks
included conducting employee orientation sessions, facilitating group meetings, and
serving as the district court representative on numerous internal and external committees.

I have recently retired from the discipline of civil engineering to pursue personal
interests. I bring a general background of understanding of the engineering and
construction processes. -lbfy Merest however in being a member of the fridge Coalition
is to bring input i~pto: the need for the replacement bridge #o preserve the wonderful and
charming visual appearance that the last two river bridges have graced our city with in
over a hundred years.
