HomeMy WebLinkAbout20080721 - Minutes 20080707Hastings, Minnesota City Council July 7, 2008 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday July 7, 2008 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4~' Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Slavik, Alongi, Hazlet, Riveness, Elting Schultz and Hollenbeck. Members Absent: None. Staff Present: City Administrator, Dave Osberg City Attorney, Dan Fluegel Engineering Tech, John Cavens Public Works Director, Tom Montgomery City Engineer, Nick Egger Fire Chief, Mike Schutt Parks and Recreation Director, Barry Bernstein Approval of Minutes Mayor Hicks asked if there were any corrections or additions to the minutes of the regular meeting on Tuesday June 17, 2008. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the Consent Agenda as presented, with the exception of Item #21, which was moved to the City Administrator section of the Agenda. 7 ayes; nays, none. 1. Pay all bills as Audited 2. Resolution-Approve Request for a Temporary Liquor License for Dugarel's Bar and Grill. 3. Approve 2008 Rivertown Days Agreement 4. Resolution-Approve Temporary Liquor License for Hastings Area Jaycees for Rivertown Days. 5. Approve Fire Inspection Service Agreement Renewal 6. Approval Clinical Experience Program Agreement Renewal 7. Resolution-Accepting Donation from Hastings Area Rotary Club for the Purchase of Binocular Viewfinder at Mississippi Overlook 8. Resolution-Accepting Donation from Mary Ann Campbell for Police Department Equipment Fund. 9. Amend Letter of Credit-Westview Properties 10. Approve 2008 Wellness Grant Application 11. Approve Joint Powers Agreement Republican National Convention 12. Renewal of Audit Services 13. Approve Sidewalk Reimbursement 14. Authorization to fund American Legion Memorial Relocation 15. Resolution-Declare Equipment Excess and Authorize Transfer to MnDOT Hastings Truck Station 16. Pay Estimate #8-Public Works Office Expansion: Construction Results Corp. ($309,028.35) 17. Change Order #5-Public Works Office Expansion 18. Resolution-Approve Temporary Liquor License Amendment for American Legion 19. Resolution-Conditional Approval of Transfer of Liquor License at Las Margaritas and Los Jimodores 20. Resolution-Approve Waste Hauler's License for Mac's Roll-Off Service, Inc. 21. Approve Spiral Natural Foods Use of Public Sidewalk and Streets (Removed from Consent Agenda and moved to City Administrator) Presentation of Storm Water Permit Information and Public Hearing Engineering Tech John Cavens presented information regarding the City of Hastings Storm Water permit, as submitted to the Minnesota Pollution Control Agency on June 30, 2008. Mr. Cavens presented information regarding the six separate areas referred to as minimum control measures: 1.) Public education and outreach 2.) Public participation/involvement 3.) Illicit discharge detection and elimination 4.) Construction site storm water run off control 5.) Post construction storm water management in new development and redevelopment. 6.) Pollution prevention good housekeeping for municipal operations. No action was taken by the City Council. Grant Evaluation and Ranking System Committee Delegate Appointment Moved by Councilmember Alongi, seconded by Councilmember Riveness to approve the designation of Mayor Paul Hicks as the official voting delegate for the City of Hastings on July 21, 2008 for the election of members to serve on the Grant Evaluation Ranking System Committee. 7 Ayes, Nays, None. Spiral Natural Foods Use of Public Sidewalk and Streets Moved by Councilmember Alongi, seconded by Councilmember Slavik to table this item until the July 21, 2008 City Council meeting, to allow the owners of Spiral Natural Foods to work closely with the Downtown Business Association to coordinate this event scheduled for August 7-9, which coincides with a Car Show, and to be certain all details are properly worked out in advance of the event, including possibly considering shorting the hours on the same date as the Car Show scheduled for August 9, 2008. 7 Ayes; Nays, None. Announcements City Councilmember Alongi announced that the members of the Planning Committee will conduct a meeting on Thursday July 10, 2008 at 7:00 AM at the Hastings City Hall for purposes of continuing the discussion regarding proposed revision to the Adult Use Ordinance. Mayor Hicks reminded all of the upcoming Rivertown Days in Hastings on July 17~' through July 20~', 2008, and urged all to participate and to be safe.
