Subject: Peter & Lynda Peine -Original Hastings Design Standards Review
#2008-24 -Alternate Siding - 316 9th Street West
REQUEST
Peter and Lynda Peine wish to reside their home. The property is subject to Original
Hastings Design Standards (OHDS) requirements. Because the type of siding is different
from what is allowed by ordinance and it exceeds five percent of the assessed building
value, the proposal is subject to Planning Commission Review and City Council Approval.
PLANNING COMMISSION RECOMMENDATION
Approval of the residing was recommended by the Planning Commission subject to the
following conditions:
1) Proposed siding improvements must be completed consistent with the plans
presented to the Planning Commission.
2) Approval of a building permit.
3) Approval is subject to a one year Sunset Clause; if significant progress is not
made towards construction of the proposal within one year of City Council
approval, the approval is null and void.

BACKGROUND INFORMATION
Comprehensive Plan Classification
The property conforms to the Comprehensive Plan. The Plan designates the property as
U-I -Urban Residential (1-3 units per acre)
Zoning Classification
The subject property is zoned R-2\OHDS -Residential Medium Density\Original Hastings
Design Standards. Single family homes are a permitted use subject to Design Standard
Requirements.

Existing Condition
The home was constructed in 1926 and is covered with aluminum siding that has a lap of 8
inches wide.
Proposed Condition
The applicant proposes to replace the existing 8 inch wide aluminum siding with 7 inch
wide vinyl siding. The proposed vinyl siding is molded to look like cedar shakes.
OHDS REVIEW
OHDS Intent
Original Hastings Design Standards (OHDS) preserve and enhance traditional
neighborhood design by reflecting the general characteristics of buildings dating from 1845
to 1940, which is the predominate era for building construction within the OHDS District.
OHDS regulations ensure traditional neighborhood design by incorporating design features
such as alleys, carriage houses, front porches, period sensitive housing design, sidewalks,
and traditional street lighting. Design standards create and enhance the character of older
neighborhoods by establishing regulation to guide property development and rehabilitation
consistent with the unique historic character of the neighborhood. The OHDS are derived
from the Design Guidelines for Original Hastings, adopted in 2003 by the City Council as
part of the Heart of Hastings Master Plan. OHDS regulations are located found in Chapter
10.14, Subd. 4 of the Hastings City Code
Materials
OHDS requirements allow for vinyl siding only up to five inches exposed lap. Since the
proposal is 7 inches wide, review is required from the Planning Commission and City
Council.
The rational behind limiting siding lap to no more than 5 inches is to preclude wider siding
that was more characteristic of the decades following the OHDS era of 1845 to 1940. The
more rough uneven looking shakes that replicate hand split cedar would not have been
used on a home built after the 1850's in this region. However, the proposed 7 inch lap
siding is similar to sawn cedar shakes that would have been used on an arts and crafts
home from 1920's.

FOR REPLACEMENT OF SIDING AT 316 9th STREET WEST-
PETER AND LYNDA PEINE

introduced the following Resolution and
WHEREAS, Peter and Lynda Peine have petitioned for an application to replace siding at
316 9th Street West legally described as follows:
Lot 5, Block 66, Town of Hastings Blocks 1 Thru 99, Dakota County, MN; and
WHEREAS, property improvements are subject to City Code Chapter 155.23, Subd. (D)-
Original Hastings Design Standards; and
WHEREAS, the Planning Commission of the City of Hastings recommended approval of the
request with the applicant's desired siding selection.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF HASTINGS AS FOLLOWS:
That the City Council of the City of Hastings concurs with the recommendation of the Planning
Commission.
