RE: Order a Public Hearing on the adoption of a Vermillion Street
Redevelopment Project Area for October 6, 2008.
Summary: In January 2008, the City Council adopted the Vermillion Street Corridor
Development Guidelines. The HRA adopted a resolution asking City Council to call a
public hearing to discuss establishing a project area. A Redevelopment Project Area is a
tool that would enable the City, through its HRA or EDA, to assist redevelopment
projects in the same corridor. The proposed schedule of the events, maps of the proposed
area and draft resolution ordering the Public Hearing are attached.
Redevelopment Project Area: The City Council, in establishing a Redevelopment
Project Area, would recognize that City assistance is likely to be necessary to improve or
correct existing conditions in the proposed area. A Project Area sets the stage for the City
to partner with property owners to facilitate redevelopment. A Project Area must be
established before the HRA or EDA can use redevelopment tools, such as tax increment
or the purchase and sale of property, to assist projects A Project Area has goals and
objectives to guide future development but does not require owners to make changes.
Area Boundary: The maps show the parcels along both sides of Vermillion Street, from
10~' to 25'~ Streets, recommended for inclusion in a Project Area. There are locations
within the area where conditions such as vacant property, non-conforming uses, poor
layout or obsolete construction lend themselves to redevelopment. City staff has
reviewed the existing conditions and infrastructure within the area. The Council Planning
Committee and the Economic Development Commission reviewed the boundaries.
Public Purpose: Development in built up areas is typically more difficult for the private
sector due to the cost of acquisition of properties with buildings, clearance of the site,
rernediation of environmental hazards, and installation of new infrastructure. Chapter 469
of Minnesota Statutes empowers Cities to provide fmancial aid to reduce those costs in
areas where redevelopment is considered necessary. The plans and objectives are
described in The Vermillion Corridor Development Guidelines crafted by the Economic
Development Commission in 2007 and adopted by the City Council.
Meaning for existing property owners: Establishment of the Project Area does not
place expectations, obligations or restrictions on property owners. Existing zoning and
permitted uses are not changed by adoption of the Project Area. The City may encourage
redevelopment by setting up a project area, but will rely on the private sector to propose
specific redevelopment projects.
Action: Order the public hearing.

August 26, 2008 Economic Development Commission reviews proposed Redevelopment Project Area.
September 1, 2008 Project information, property identification numbers, and maps sent to Ehlers &
Associates for drafting documentation.
September 2, 2008 City Council Calls for a Public Hearing for the Establishment of the Redevelopment
Plan for the Vermillion Street Redevelopment Project Area.
September 11, 2008 HRA meets at 7:00 p.m. and reviews the Establishment of the Redevelopment Plan
for the Vermillion Street Redevelopment Project Area.
September 22, 2008 Planning Commission reviews the Redevelopment Plan Modification.
September 25, 2008 Date of publication of hearing notice and map (at least 10 days but not more than 30
days prior to hearing).
October 6 2008 City Council holds public hearing at 7:00 p.m. on the Establishment of the
Redevelopment Plan for the Vermillion Street Redevelopment Project Area and
passes resolution approving the Establishment.
2008 File the Establishment with the MN Department of Revenue and Dakota County.

RESOLUTION NO.
RESOLUTION CALLING FOR A PUBLIC HEARING BY THE CITY COUNCIL ON
THE PROPOSED ADOPTION OF THE REDEVELOPMENT PLAN FOR THE
VERMILLION STREET REDEVELOPMENT PROJECT AREA IN THE CITY OF
HASTINGS.
BE IT RESOLVED by the City Council (the "Council") for the City of Hastings, Minnesota (the "City"), as
follows:
Section 1. Public Hearin. This Council shall meet on October 6, 2008, at approximately 7:00 P.M., to
hold a public hearing on the proposed adoption of the Redevelopment Plan for the Vermillion Street
Redevelopment Project Area pursuant to and in accordance with Minnesota Statutes, Sections 469.001 to
469.047 and Sections 469.174 to 469.1799, inclusive, as amended, in an effort to encourage the development and
redevelopment of certain designated areas within the City; and
Section 2. Notice of Public Hearing, Filing of the Program Modification. City staff is authorized and
directed to work with Ehlers & Associates, Inc., to prepare the Redevelopment Plan for the Vermillion Street
Redevelopment Project Area and to forward documents to the appropriate taxing jurisdictions. The City Clerk is
authorized and directed to cause notice of the hearing, together with an appropriate map as required by law, to be
published at least once in the official newspaper of the City not later than 10, nor more than 30, days prior to
October 6, 2008, and to place a copy of the Redevelopment Plan on file in the City Clerk's office at City Hall and
to make such copy available for inspection by the public.
