HomeMy WebLinkAbout20081006 - VI-13VI-13 MEMO To: Honorable Mayor & City Council From: Nick Egger -City Engineer Date: September 30, 2008 Re: Sewer Service Repair Assessment Request - 1352 West 22°d Street Enclosed for Council approval is a request from Sidney Rioux of 1352 W 22°d Street for the City to pay the cost to repair his sanitary sewer service line and assess this cost back to her property. With similar requests for utility service repair, the City Attorney has prepared an agreement and waiver of assessment appeal for property owners to sign, spelling out the conditions and terms of the assessment and protecting the City from an assessment appeal. COUNCIL ACTION REQUESTED Council is requested to approve Mr. Rioux's request for the City to fund the sewer service repair and assess this cost back to their property under the condition that Mr. Rioux first enter into an assessment agreement with the City. I have been having trouble with my main line backing up into my basement. I have had Rabbit rooter out on three different times to clear the line. Each time I have been told I had tree roots in the Line. The last time was on 06-06-2008.On that same call to clean out my main line, the service person contacted Tom Otto of Hastings. A camera was ran through the main line. A hole was found in my main line about two to three feet into the street. Mr. Otto informed me that the main line needed to be replaced. Mr. Otto told me that he would have to replace the main line from my house out to where the line connects to the cities main line. This repair would involve cutting the curb and gutter out and a cut into the newly.repaired street. It is an unfortunate situation ,but needs to be done. At this time I am asking the City of Hastings to work with me to resolve my sewer problems. I am hoping that it would be possible for the city to transfer the cost of the work to my property taxes. It is my understanding that the city has worked with citizens in paying the contractor outright and assess the cost to the property taxes. My hope is this could still be an option. I also understand that I would have to sign a waiver of assessment appeal. At this time I thank you for the opportunity to work with the city and community of Hastings. Sincerely, Sidney J.
