VIII-C-4 MEMORANDUM TO: Honorable Mayor and City Councilmembers FROM: Dave Osberg, City Administrator DATE: October 16, 2008 SUBJECT: Request from the Friends of the Pleasant Hill Library RECOMMENDED CITY COUNCIL ACTION It is the recommendation of the Finance Committee of the City Council, that authorization be granted by the City Council of an expenditure of approximately $6,000 for a new Microfilm Scanner/Printer System for the Pleasant Hill Library, as requested in the attached letter from the Friends of the Pleasant Hill Library. BACKGROUND On September 6, 1994 the City Council adopted a Resolution recognizing the creation of a trust fund through a donation from Mrs. Ruth Doffing. At the November 1, 2004 City Council meeting, following the death of Mrs. Doffing, the City received the donation of $86,000. In August, 2007 the City Council approved the first expenditure of funds from the trust, which resulted in the construction of the new sign located at the Pleasant Hill Library. On September 26, 2008 I received the attached letter from the Friends of the Pleasant Hill Library requesting funds for the acquisition of a microfilm scanner/printer. The price quotation received for a refurbished machine, by Dakota County, suggests a price of up to $6,000 for the machine, which will be use exclusively at the Pleasant Hill Library. The Finance Committee conducted a meeting on Monday October 6, 2008 to consider this reque~ and they recommend approval. David M. Osberg City Administr~e Jule 10, 20013 Friends of the pleasant Hill Library City of Hastings A popular collection at the pleasant Hill Library is the Hastings Star Gazette on microfilm, dating back to 1 ~b6. This collection, along with several other historic nineteenth century newspapers; is a valuable resource to researchers, historians, and genealogists. It is used almost daily by visitors, as well as by customers via phone, entail and by Iaakota County Library's Ask-a-Librarian service which fields questions natton u-ide. Microfilmed documents are also obtained through lnterlibrar}~ Loa.n, which are ~~iewed on pleasant Hill's machine. given with the rise of electronic access to historical documents, the library's reader/printer consistently has shown about. five hundred used a near, Currently the films are viewed and printed using a A~linolta Reader Printer 6032 which has been a dependable and faithful servant but was manufactE~red in 1997 and has beep producing questionable prints and requiring more and more service calls. It is evident that the current machine will need to be replaced in the not too distant. future. Newly issued Dakota County policy states ". _.Dakota County Librar}~ is unable to maintain a machine in each of its locations." The friends of the pleasant rJill Library feel that rho rbility to use the libraryy's historiF microfilm collection is an important library service and a valuable asset to the community. 1T~'e unanimously agree that using the Doffing fund to replace the current reader/printer would be a suitable use of these monies.
