Background The City has worked with Labor Relations Associations (LRA} and Cy Smythe for many years as an employment consultant to provide assistance with public sector employment issues such as arbitration matters, state and federal law .compliance,. and related items. Cy has announced his intent to retire, and in July, the Council approved: going out to solicit proposals to provide consulting assistance for public sector employment issues. Six proposals were received, and City Administrator Dave Osberg, City Attorney Dan Fluegel, and I met with three of the firms over the last few weeks: Ratwik, Roszak and Maloney; Frank Madden & Associates; and Barna, Guzy, and Steffen. Based on hose interviews, reference checks, and the scope of services provided; it is our recommendation that the City enter into an agreement with: the firm of Ratwik, Roszak, and Maloney to provide Labor consultant services. The agreement. as proposed would include an annual retainer of $2,500, which would include phone consultation and in-service training.. Additional services, including representation on arbitration or other personnel items, would be paid on an hourly basis. The agreement proposed is similar to what the City. currently has in place with' our current provider, but includes the in-service training, which is an additional- service the City is -not currently receiving. The recommendation would be to enter into a three year agreement with Ratwik, Roszak and Maloney, with the option to extend it_an additional three years.
