REQUEST
The City Council is asked to appoint Tom Bullington of 1585 Tierney Drive to the Planning
Commission. Four candidates were interviewed for the position by Planning Committee
Chair Alongi and Planning Commission Chair Schmitt. Mr. Bullington would fill the
remaining term of Karla Hiedeman until December, 2009 and would be eligible to serve a
total of three, two year terms.

"Subd. 3 Responsibilities of Public Office. Public Officials are agents of public purpose and hold office
for the benefit of the public. They are bound to uphold the Constitution of the United States, the
Constititution of Minnesota, and to impartially carry out the laws of the nation, state, and the City of
Hastings and thus foster respect for all government."
"Subd. 7. Public Disclosure. (1) Each public official...shall file...a sworn statement...which must
contain...(1) The names of all businesses, corporations, companies, firms, partnerships, or other
business enterprises, doing business with or in the City of Hastings, in which said public official is
connected thereto as an employee, owner, director, officer, advisor, or consultant, or in which said public

I'm interested in becoming part of the Hastings Planning Commission for a number of
reasons.
First, I believe my background positions me well to take on this responsibility. Ihave
worked in and around city government for 18 years as a communications professional,
journalist and consultant. My career has included covering Planning Commission
meetings as a City Hall reporter for a growing city (Glendale, Ariz.}, and as a city
communications director working with planning commissioners and Community
Development staff (Brooklyn Park, Minn.). This included speaking with residents and the
Twin Cities media regarding planning-related issues.
Second, I operate a consulting business that is dedicated to helping cities better promote
and market themselves. Many of these communities have challenges related to their
overall public image, development and aesthetics, so I work with these topics every day.
In addition, I have been a homeowner since 1991 in two metropolitan areas and believe
effective planning and development are critical to the long-term health and prosperity of
cities. I'm hopeful that my experience and interest in planning will be of assistance on the
Hastings Planning Commission. _
