HomeMy WebLinkAbout08-04-03Hastings, Minnesota August 4, 2003 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday August 4, 2003 at 5:30 PM, in the Volunteer Room at the Hastings City Hall, 101 East 4th, Street, Hastings, Minnesota. Members Present: Mayor Mike Werner, City Councilmembers Hazlet, Hicks, Riveness, Moratzka, Yandrasits Members Absent: City Councilmen~bers Schultz Staff Members Present: Administrative Assistant/City Clerk Melanie Mesko Lee; City Attorney Shawn Moynihan; Planning Director John Hinzman; Public Works Director Tom Montgomery Parks & Recreation Director Marty McNamara Fire Chief Mark Holmes Police Lieutenant Joe Kegley Swear in Officer--Katie Schulz Mesko Lee administered the oath to Officer Schulz. The Mayor and Council welcomed her to the City. Approval of Minutes Mayor Werner asked if there were any corrections or additions to the minutes of the regular meeting of July 21, 2003. Hearing none, the minutes were approved as presented. Minutes of the Regular Meeting of August 4, 2003 Page 2 of 4 Public Hearing--Code Amendment for Chapter 9 Relating to Keeping of Dogs and Cats Mayor Werner opened the public hearing at 7:05 p.m. Mesko Lee provided a brief introduction; this amendment would allow residents to own and license up to three dogs, cats, or a combination of dogs and cats. Current code allows a maximum of two dogs, cats, or a combination. No comments have been received. Hearing no public comment, Mayor Werner closed the public hearing at 7:06 p.m. Second Reading--Code Amendment for Chapter 9 Relating to Keeping of Dogs and Cats Moved by Councilmember Hicks, seconded by Councilmember Moratzka to approve the second reading and ordinance amendment as presented. 6 Ayes; Nays, none. Public HearingmDisposition of City-Owned Property: South Oaks of Hastings Mayor Werner opened the public hearing at 7:06 p.m. Planning Director Hinzman stated that this is for .95 acres of property. Hearing no further public comment, Mayor Werner closed the public hearing at 7:07 p.m. Resolution--Disposition of City-Owned Property: South Oaks of Hastings Moved by Councilmember Hazlet, seconded by Councilmember Riveness to approve the resolution as presented 6 Ayes; Nays, none. Public HearingmPark Dedication Fee Increase Mayor Werner opened the public hearing at 7:06 p.m. Parks and Recreation Director McNamara stated that the NRRC has reviewed the changes and recommends adoption of the revised park dedication schedule. McNamara reported that one comment stating that the increase is too much was received. Hearing no further public comment, Mayor Werner closed the public hearing at 7:10 p.m. Second Reading~Park Dedication Fee Increase Moved by Councilmember Yandrasits, seconded by Councilmember Moratzka to approve the second reading and ordinance amendment as presented. 6 Ayes; Nays, none. Reorder Feasibility Study Public Works Director Montgomery stated that Council is · requested to adopt a resolution ordering a feasibility study for the Spiral Boulevard and 31 st Street improvements for the Glendale Heights development. Moved by CounCilmember Yandrasits, seconded by Councilmember Riveness to approve the resolution as presented. 6 Ayes; Nays, none. Copy of resolution on file. Order Public Hearing to Order Improvements Moved by Councilmember Moratzka, seconded by Councilmember Riveness to approve the resolution as presented. 6 Ayes; Nays, none. Copy of resolution on file. Approve Lawcon Agreement Moved by Councilmember Hazlet, seconded by Councilmember Yandrasits to approve the agreement as presented. 6 Ayes; Nays, none. Copy of resolution on file. Resolution--Preliminary Plat & Final Plat #2003-41:South Oaks of Hastings 2"d Addition Planning Director Hinzman stated that Council is requested to approve the preliminary plat to subdivide 35 single family and 128 multiple family lots. Final plat is requested to subdivide 35 single family lots and 54 town home lots and 4 outlots for future development. The Planning Commission unanimously recommended approval of the requests at their July 14 meeting. Hinzman stated that the plan as presented did not comply with the City's tree preservation policy; staff recommendation is that the City Forester must approve the preservation plan as part of the approval. Hinzman also noted that the amount of trail payment by the developer also needs to be considered by the City Council. Bridget Boche, 3558 Regan Lane, stated concern about the density proposed; she stated a desire for single level townhomes. She also stated a concern about the amount of proposed park space; stated that she would like more park equipment installed. John Peters, 3524 Greten Lane, questioned the benefit to the City of more high density housing. He also stated that when building, his developer told him there would be single family homes at this location. Brian Osterman, 3622 Century Drive, stated a desire for improvement of existing parks in this area. Resolution--Special Use Permit #2003-49: Floodplain Use Permit for South Oaks of Hastings 2nd Addition (Bohlken Drive) Moved by Councilmember Hicks, seconded by Councilmember Riveness to approve the resolution as presented. 6 Ayes; Nays, none. Resolution--Site Plan #2003-53: Access Drive Construction (McAuliffe Elementary) Moved by Councilmember Moratzka, seconded by Councilmember Riveness to approve the site plan, with the road to be aligned with the Target access and that more deciduous trees be included. 6 Ayes; Nays, none.
