The Parks and Recreation Department has been planning and preparing for this project for two years. During this planning process, the City Council voted to institute a prevailing wage policy. Prevailing wage means that for all projects that reach a $100,000 threshold, all laborers for the project are paid according to Minnesota Department of Labor wage studies. In addition to this, the new Federal Legislation regarding new pool drains must be complied with. These factors will most likely affect the overall cost of the project. As these issues were a later development, the Parks and Recreation Department is concerned that the prevailing wage and new Federal pool drain standards could affect the overall cost of the project. I have communicated with the City Administrator regarding ways to possibly address any increase in the allocated budget for this project. 1– Hire project engineer to develop project scope manual and bid documents The bid documentation would have three alternates included: A. Demolition and construction prior to June 1, 2009 B. Demolition and construction in the fall of 2009 C. Demolition in fall of 2009 and construction completion Spring of 2010 2 - Conduct a bid process and evaluate The NRRC discussed this topic at the January 13, 2009 meeting and have recommended bring this action forward to City Council. I am seeking from the City Council to authorize entering into an engineering contract with Jody Dahms, Aquatic Design Solutions. The breakdown of each engineering phase and cost associated with engineering: Total contract $21,000 Schematic design 15% Construction Documents 60% Bid/Negotiation 5% Construction Administration 20% In our original planning for this project, it was anticipated to retain a project engineer, but the engineering price increased with the recently passed Federal Pool Drain mandates that we have included in this project. In my memo to council, if it is decided to proceed, we would be entering into an agreement for 80% ($16,800) or everything but the contract administration. At the conclusion of the bid, as I explained in my memo to you, the bid information will be brought before council for further recommendation. Thank you!
