Schutt, Fire & EMS Director ~~li DATE: December 10, 2008 SUBJECT: Emergency Operations Plan (EOP) Description An updated version of the City of Hastings' Emergency Operations Plan has been completed. Some of the major updates include: updating individual departmental continuity of operations plan, relocation plan, evacuation plan, a massive care needs plan, bio-hazards, target hazards, storm warnings and shelters, severe- weather measures for TRAC operations, contact lists, and a bridge catastrophe plan. With the retirements of council members Ed Riveness and Turney Hazlet, new council members Joe Balsanek and Tony Nelson will be added on January 1, 2009. In addition, appropriate changes such as acting mayor will be updated. The major purpose of this EOP is to help plan and facilitate for operations in the event of a major disaster of city buildings, operations, infrastructure within the city, and to maintain a continuity of government. Since 2001, under Federal Terroristic Law, most of this plan is private data. If you would like to see this plan prior to its approval, which is approximately 270 pages in size, it is available for your review. Please contact me and I will provide you a copy. Background This updated EOP will replace the current version which was approved by the city council in 2006. This updated EOP has been reviewed and approved by David Gisch, Emergency Manager for Dakota County. Mr. Gisch is also on the review panel for the Minnesota Homeland Security and Emergency Management Division. Upon approval of this current version by the city council, a copy will be provided to each council member, appropriate staff within the city, Dakota County Emergency Management and Minnesota Homeland Security and Emergency Management Division. I would like to thank all department heads, Community Relations Specialist Shannon Rausch, and staff who have assisted us in this project. Requested Action Staff is recommending approving the updated version of the City of Hastings' Emergency Operations Plan.
