BACKGROUND
The position of Facilities Maintenance Manager was created back in 1996. At that time, the
position was primarily responsible for the operations and maintenance of the City Hall and Police
Department Facilities. When the City went through a significant pay equity study back in 2000,
the position was classified accordingly, and has not been changed in the last eight years. Since
that time, the position of Facilities Maintenance Manager, under the leadership of Kurt Stoudt has
expanded considerably, with additional facilities such as the Cal Ruedy Public Works Garage,
Fire Station, UBC facilities, LeDuc Mansion, and Joint Maintenance Facility, all in some manner
or another, now under the responsibility of the Facilities Maintenance Manager. In addition, the
sophistication of the maintenance schedules, operations, security, HVAC and other factors at each
of these facilities has increased considerably over the last several years, and thus warranting a
reconsideration of the existing classif cation, and the recommendation included in this report.
The compensation chedule reflects a 3.00% adjustment similar to that which was previously
authorized by t ity Council for non-Union employees, and also the second of three years of a
market rate ' stment, also autho~ byr~i'e City Council in December 2007.
