November 3, 2008
The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday
November 3, 2008 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4'~'
Street, Hastings, Minnesota.
Members Present: Mayor Hicks, City Councilmembers Slavik, Alongi, Hazlet, Riveness, Elling
Schultz, Hollenbeck.
Members Absent: None.
Staff Present: City Administrator Dave Osberg
City Attorney Dan Fluegel
Parks and Recreation Director Barry Bernstein
Planning Director John Hinzman
Approval of Minutes
Mayor Hicks asked if there were any corrections or additions to the minutes of the
regular meeting on Monday October 20, 2008. Hearing none, the minutes were approved as
presented.
Consent Agenda
Moved by Councilmember Slavik, seconded by Councilmember Riveness to approve the
Consent Agenda as presented.

Amended LeDuc Operating Agreement
Moved by Councilmember Elling Schultz, seconded by Councilmember Hazlet to
approve the amended agreement with the Dakota County Historical Society for the operation and
maintenance of the LeDuc Mansion.

Memorandum of Understanding-DNR/Freitag Property
Moved by Councilmember Alongi, Seconded by Councilmember SIavik to approve the
Memorandum of Understanding between the City of Hastings and the Minnesota Department of
Natural Resources as it relates to the Freitag Property.

Resolution # 11-08-08; In Support of Firearm Safety Zone
Moved by Councilmember Aiongi, Seconded by Councilmember Riveness to approve
Resolution #11-08-08 In Support of a Firearm Safety Zone.

Comments from the Audience
Tony Nelson thanked the City for its work in sponsoring and coordinating the Halloween
party conducted on Thursday October 30, 2008.
Announcements
City Councilmember Mike SIavik announced the first meeting of the Levee Park Task force
scheduled for Thursday morning November 6, 2008.
Mayor Hicks announced the following:
a.) All were encouraged to vote on Tuesday November 4, 2008 and City Staff Melanie
Mesko Lee and Addie Schroeder, along with all the Election Judges were thanked for
their hard work.
b.) Tuesday November 11, 2008 is Veteran's Day and City offices will be closed.
c.) Special thanks to all who made the annual Halloween party a success.
d.) Special City Council meeting on Thursday November 6, 2008 to canvass the election
results and approve a bond sale.
e.) The Finance Department and Finance Director Char Stark are to be commended for the
excellent report in the consent agenda on the current financial status fo the City.

Moved by Councilmember SIavik, Seconded by Councilmember Elting Schultz to
adjourn the meeting at 7:15 PM. All voted in favor.
