Florence Petersen, Chairman, presiding Members Present: Florence Petersen, Patra Bye, Jim Abbott, Carla Reichenberg, Margaret Brown Members Absent : Vern McGree, Hamel Jacobsen, Pat Kelso, Pat Gildemeister GuesmPresent: John Grossman, Ron Zastrow, David Nysteun, Bob Kuehn Audience: Mayor Lu Stoffel, Lori & Jeff Peterson, Janice Johnson, Margaret Goderstad, Kay Reissner, Bob Olson, Bernice Balitz, Mary Ellen Swanson, Am~y K]tmek The Minutes of the March 28, 198&meeting were read and approved with two correc- tions. Florence Petersen gave a review of the Comm~ ssion's past and recent activities and committees. Jim Abbot reported on the mural project. Fund raising will be continued. The intent is to have a mural painted on a prominent building and the commlttee wants a top quality and lasting Job done on the mural. Florence ?etersen reported that the old Hastings High School bell monument had been completed in time for the Alumni meeting. She also mentioned that the 125th birthday plates were still being sold and that the Old Dakota County Courthouse minL~ures done by Mr. Goetm were beyond repair. Florence Petersen mentioned that the LeDuc mansion would not be open for tours this year during Rivertown Days. We will have interior Court House tours this year on Sat. & Sun~., July 28th and 29th. Margaret Goderstad will help arrange these tours, Florence Petersen reported that we will have our historical display tent on the Courthouse grounds this year for Rivertown Days. Margaret Brown moved that the Commission arrange for borrowing or renting a tent for this display. Seconded by Jim Abbott, Motion carried. Jim Abbott moved that a $50.00 1tmt t be placed on tent rental expenditures, seconded by Carla Reichenberg, motion carried. Kay Reissnerwill be in charge of this tent at Rivertown Days. n Grossman, head of the Main St. Project, opened the discussion of forming a cal Historical Society. He commented that the present Historical Commission is nctioning in much the same way as a society, but that it's funds and fund ising ability are somewhat restricted. Mr. Grossman introduced our next speaker, Zastrow, Director of the Dakota County Historical Society. Page 2 Mr. Zastrow made comments on our forming a local chapter and presented copies of proposed bylaw statements related to local historical societies. (These bylaws have not yet been adopted by the D~k. Co. Historical Society). He also gave everyone copies of the purposes and definition of a historical society and a of various possible projects for a society along with his thoughts on the subject. John Gros~mn then e~plained the City Ordinance on building permits and grants in regard to the Historical Commission and there was a short discussion on the advan- tage of having a separate place for display, storage and working on historical things now at the library and other various places. David Nysteun, Director of Field Services of the Minn. Historical Society, was our next speaker. He rsc~aended that our Historical Commission continue to operate with the purpose of land and building preservation; and that a separate Historical Society be formed as a chapter of the Dakota County Historical Society. The forma- tion of a society would expand manpower resources so that our existing co,~t ssion would not be spread so thin. He stressed the importance of making historical information readily available in e~tibits, museums, public lectures and for histor- ical sights in our area. He advised affiliation with the County Society as we would be working together instead of c~npeting with the County, there would be "strength in numbers", there would be availability of County Society matching funds. He also mentioned that it is possible the City would be able to allocate up to one mil of tax revenues to our Society. In order to form a society, Articles of Incorporation and Bylaws would need to be filed with the State with payment of $40.00, Federal & State tax exemptimforms would need to be completed and filed, & our own Federal Employers nnmher obtained. Mr. Mysteun offered his and the State Societies help in any way. Mr. Bob Kuehn of the '~. Historical Society was also present and offered his help. The meeting was then opened to public response. Members of the audience made various co~aents and there was a discussion as to our need for a Society and a Commission. Florence Petersen said that the initial thought processes and forming of committees could start in Sept. John Groschen, Andy Kltmek (City Councilman) and Margaret Brown volunteered to work on a ordinance amendment cc~mittee (allowing for a division of some of the Commission, s duties to a historical society and giving the Commission stronger influence over the building permit and process for historical buildings). Mary Ellen Swanson and Lori and Jeff Peterson also volunteered to do some of this preliminary work related for formation of a society. Florence Petersen c~mmented on the need for space, manpower and funding in order to sustain and thanked the people for c~aing to this meeting.
