HomeMy WebLinkAbout09-02-08Hastings, Minnesota City Council September 2, 2008 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday September 2, 2008 at 7:00 PM in the Council Chambers at the Hastings City HaII, 101 East 4`~ Street, Hastings, Minnesota. Members Present: Mayor Hicks, City CounciImembers Alongi, Hazlet, Slavik, Elling Schultz, Hollenbeck, and Riveness Members Absent: None Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Planning Director John Hinzman Approval of Minutes Mayor Hicks asked if there were any corrections or additions to the minutes of the regular meeting on Monday, August 18, 2008. I-Iearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Slavik, seconded by Councilmember Riveness to approve the Consent Agenda as presented. 7 ayes; nays, none. t_ Pay Bills as Audited 2. Resolution-Approving a Temporary Gambling Pcrmit for Regina Medical Center (1175 Nininger Road) on October 26, 2008 3. Approve Temporary Liquor License Amendment for Celt's Pub (880 Bahls Drive} on Friday, September 19 and Saturday, September 20, 2008 4. Final Pay Request-Lake Isabel Improvement Project: Sunram Construction ($19, 844.48) 5. Resolution-Declare Excess Property (Tier 2 Skate Park Equipment) 6. Resolution--especial Use Permut #2008-22: Retail Business in an I-1 District at 2750 Millard Avenue (Kids ATVs) Moved by Councilmember Schultz, seconded by Councilmember Blueness to remove this item from the table. 7 Ayes; Nays, none. Hinzman clarified that most storage is inside, and there will be no auto sales. Moved by Councilmember Schultz, seconded by Councilmember Slavik to approve the special use permit as recommended. 7 Ayes; Nays, none. Copy of resolution on file. Resolution-OHDS Review #2008-24: Siding Substitution at 316 9t'' Street West (Peine) Moved by Councilmember Hazlet, seconded by Councilmember Alongi to approve the resolution as presented. 7 Ayes, Nays, None. Copy of ordinance on fzle. Informational-Nate Parker: Community Theater Program Mr. Parker discussed his goals for a community theater in Hastings and invited the public to participate. Mayor Hicks thanked Parker for his work. Reports from Councilmembers: Mayor Hicks announced the creation of a task force to review the Levee Park and surrounding properties around the bridge for development and improvement suggestions, using existing reports, plans, matrixes. The task force will also be asked to identify funding sources for recommended projects. Councilmember Slavik will chair the task farce, and Councilmember Alongi will also be involved, as chair of the City's Planning Committee. Membership from the following groups will make up the balance of the task force: planning commissioner, NRRC commissioner, EDC commissioner, HRA commissioner, HPC commissioner, representative from the Downtown Business Association, Downtown Property Owners, Democracy Project, Bridge Coalition, member from the veterans community. Mayor Hicks asked for representatives to be ready to be appointed at the October 6, 2008 City Council meeting. Mayor Hicks announced the following upcoming meetings: • Finance Committee meeting on Thursday, September 4 at 7:30 a.m_ at City Hall_ • Bridge Coalition meeting on Monday, September 8 at 7:30 a.m. at City Hall. • Primary Election Day on Tuesday, September 9. • Xcel Energy dry cask storage meeting: Wednesday, September I 0 at 7:00 p.m. at the Red Wing Library. • Special City Council meeting to canvass the results of the Primary Election on Thursday, September l 1 at 5:00 p.m. • Hastings Fire Booya on Sunday, September 14 at the KC Hall.
