Minutes of the Meeting of May 17, 1989
Present: Commissioners Malm, Olson, Goderstand, Hoeschen, Simacek
and Thorsen.
Absent: None
The meeting was called to order by Chairman Simacek at 7:30 p.m.
1. The minutes of the meeting of March 29, 1989 were approved by
voice vote.
2. Mayor Stoffel administered the oath of office to Richard
Thorsen, 705 Vermillion, as Commissioner of the HPC for a three-
year term dated from May 1, 1989.
3. Building permit review 218 E. Second (Commercial Historic
District)
The two story commercial building dates from 1872. The second floor
front is the distinguishing character. The storefront was replaced
in the 1920s. The only other exposed wall, the east side, was
originally a party wall. When the adjacent hotel was torn down in
1979, windows and doors were opened in the wall and a block garage
added to the rear.
John Grossman presented the rehabilitation plans prepared by
Richard Nelson, the contractor. The project included rebuiding the
second floor apartments and back half of the ground floor for
commercial use, HVAC, wiring and plumbing to meet code. The
exterior improvements were reviewed by the commission as follows.
a. The existing 1920s storefront will be retained, with the
addition of a transom and bulkheads. Paint will be removed and the
masonry tuckpointed and repaired. Signage will be above the
transom. The original second story windows will be repaired or if
necessary, replaced with the same design.
b. The block garage will be removed. The east wall will be
repaired, tuckpointed and either painted with cement-paint or
stuccoed. The existing second floor door will be removed and a
window added to the second floor. A new ground floor door will be
installed. The existing second floor porch (did not appear
original) will be replaced with a deck.
1) The Commission prefers tuckpointing and painting to
stucco in order to retain brick texture which is characteristic of
downtown.
2) The Commission asked that the new ground floor door
be deleted if not necessary for the new use, and that if installed,
it be a inobtrusive as possible.
3) The Commission asked for a detail drawing of the deck
railings before installation.
Commissioner Goderstad moved and Commissioner Malm seconded
approval of the plans and release of the building permit with the
above conditions. For the motion: 6; opposed: none.
4. John Grossman presented a draft budget for 1990. Commissioner
Malm moved and Commissioner Olson seconded taking the budget as
drafted to the City Council. For the motion: 6; opposed: none.
5. Commissioner Goderstad reported that printing 5,000 historic
brochures in a 6 fold format would cost $674.
7. The Chamber of Commerce requested financial assistance from the
Commission for the Front Porch Festival, a day of preservation and
community heritage oriented events. After some discussion of its
appropriateness, Commissioner Malm moved and Commissioner Olson
seconded a grant of $150 to the Chamber for the activity. For the
motion: 6; opponsed: none.
8. The meeting was adjourned by voice vote.
